Background

The Cash Consortium of Sudan (CCS) is a collaborative platform of over 20 international and national NGOs working to strengthen multi-sectoral humanitarian programming, improve coordination, and increase collective impact across Sudan, hosted by Mercy Corps. In the current crisis context, formal coordination and information flows at the sub-national level remain fragmented, uneven, and highly dependent on individual networks.

To support the operationalization of Area-Based Coordination (ABC) mechanisms at the state level, CCS partners are hosting Information Management (IM) Officers embedded within ABC coordination structures. These positions support the day-to-day information management needs of ABC platforms, ensuring routine data collection, consolidation, tracking, and information flow between partners at the state level and the IMPACT-led ABC Information Management system. NRC hosts this position in Geneina, West Darfur, in support of the state-level ABC mechanism.

Roles and responsibilities

The purpose of the ABC Information Management Officer position is to enable the ABC Coordinator to function effectively by maintaining agreed datasets, supporting meeting processes, tracking actions and referrals, and ensuring timely, accurate data flow into the wider ABC IM architecture. The role is operational and supportive in nature: the IM Officer does not lead coordination, conduct analysis, or design IM systems.

Generic responsibilities

  • Support the ABC Coordinator with routine information management and data upkeep at state level

  • Maintain and regularly update ABC partner databases, contact lists, participation records, and meeting minutes

  • Update agreed 3Ws / service mapping trackers using standard templates, ensuring routine data entry, cleaning, validation, and version control of ABC datasets

  • Maintain action and referral trackers following ABC meetings, documenting commitments and follow-up status

  • Serve as the state-level IM focal point for coordination with IMPACT’s ABC IM team and feed validated partner data into IMPACT-led IM systems as requested

  • Follow agreed data protection protocols, data-sharing rules, and access controls, ensuring sensitive data is handled, stored, and shared appropriately

  • Support transparency and accountability by maintaining accurate and auditable records

  • Compliance and adherence to NRC policies, guidance and procedures

Specific responsibilities

  • Track partner submissions and flag gaps, delays, or inconsistencies to the ABC Coordinator

  • Translate coordination discussions into structured datasets, converting verbal updates into standardized tables, trackers, or matrices

  • Maintain and update coordination process trackers, including partner engagement status, coverage matrices, and other agreed trackers

  • Maintain historical records, including document and report repositories and the history of decisions, actions, and coverage changes, supporting trend visibility over time (what changed, where, and when)

  • Support the systematic capture of gaps and overlaps discussed in coordination forums into agreed IM tools, rather than narrative notes

  • Prepare standardized coordination inputs for ABC meetings (tables, matrices, coverage summaries), avoiding ad-hoc or narrative reporting

  • Support the use of standardized templates, variables, and reporting formats agreed with IMPACT

  • Escalate data protection or sensitivity concerns to the ABC Coordinator and IMPACT

  • Support handover and continuity during staff turnover by maintaining up-to-date IM files and documentation

  • Any other tasks as delegated by the line manager

Critical interfaces

  • ABC Coordinator (State Level): day-to-day tasking, prioritization, and validation of IM outputs

  • NRC (hosting agency) programme and operations teams: administrative and operational support, and alignment with NRC procedures

  • Referral Officer: maintenance of referral datasets and follow-up tracking

  • IMPACT (ABC IM Team): technical guidance, standardized templates, and data flow into the wider ABC IM architecture

  • CCS Secretariat: consortium-level coordination and reporting

  • Relevant cluster IM focal points, as guided by the ABC Coordinator

Generic professional competencies

  • Bachelor’s degree in information management, statistics, social sciences, development studies, or a related field

  • Minimum 2–4 years of experience in NGO information management, data support, or M&E roles

  • Strong practical skills in Excel / Google Sheets and structured data management

  • Experience working with humanitarian partners and coordination mechanisms is an asset

  • Strong attention to detail and ability to manage routine data processes

  • Fluency in Arabic required; working English strongly preferred

Context related skills, knowledge and experience

  • Knowledge of the West Darfur context and local actor landscape is a strong asset

  • Experience working in volatile, access-constrained, or conflict-affected environments

  • Understanding of data sensitivity and protection considerations in conflict settings
