About this position

We are looking for a dynamic and energetic individual to help enhance the impact of Infrastructure and Energy Department (INE) operations, including their relevance, effectiveness, efficiency, and sustainability through better design, implementation, and evaluation of our operations.

The Infrastructure and Energy Sector (INE/INE) is responsible for more than 30% of IDB's loans, managing a portfolio exceeding USD $20 billion, which includes the sectors of Energy, Transportation, Water and sanitation, and Public-Private Partnerships (PPPs). INE’s mission is to enhance the quality and relevance of the financial and knowledge products and services the Bank provides to borrowing countries.

What you’ll do

  • Support INE's project teams throughout the entire project cycle, including design, approval, implementation monitoring, and closing. Identify opportunities for improvement and assist in resolving implementation challenges.
  • Review and offer guidance on key operational and approval documents, ensuring they are high-quality, strategically aligned, and comply with Bank policies, procedures, and fiduciary requirements.
  • Assist in the preparation and review of INE's operations across various subsectors (energy, transport, water and sanitation, and PPPs, including the analysis of economic, financial, environmental, social, and development impacts.
  • Contribute to the design and oversight of execution mechanisms for complex loan operations and technical assistance programs, working closely with divisional teams.
  • Monitor portfolio performance using reports, databases, and dashboards. Identify risks and systemic issues and recommend corrective actions to support portfolio reviews and decision-making.
  • Participate in quality and risk review processes, and provide feedback to teams on technical, strategic, and risk aspects of operational proposals.
  • Develop high-quality briefs, technical inputs, presentations, and corporate deliverables for management, donors, and corporate units, translating complex information into clear and actionable messages.
  • Support the development of operational knowledge products (including lessons learned) and contribute to their dissemination.
  • Provide assistance with strategic discussions (e.g., Board committees) and other tasks related to the effective preparation and execution of INE’s portfolio.

What you'll need

  • Education: Master’s degree in economics, public policy, or other fields relevant to the role’s responsibilities.
  • Experience: At least 5 years of experience in the following:
    • Experience  working with the Latin America and Caribbean region.
    • Demonstrated expertise in data analysis for the management.
    • identification, preparation, and execution of projects.
    • Experience in infrastructure projects at a multilateral institution is desirable.
    • Proficiency in report writing, strategy analysis, as well as communication and dissemination of knowledge.
  • Languages: Proficiency in oral and written Spanish and English. French and Portuguese are desirable.

Type of contract and duration

International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
