The European Environment Agency (EEA) is organising an open competition with a view to establishing a reserve list of experts to work in the field of data handling, processing and dissemination in the area of waste generation and management.

THE AGENCY:

The EEA is an Agency of the European Union (EU) and one of the decentralised Union bodies. The EEA aims to support sustainable development and to help achieve significant and measurable improvement in Europe’s environment, through the provision of timely, targeted, relevant and reliable information to policy-making agents and the public.

JOB DESCRIPTION:

Under the responsibility of the Head of Unit ‘Circular Economy and Clean Industry’, reporting to the Head of Department ‘Climate and Circular Economy’ (see organisational chart), the Expert shall be responsible for tasks related to waste data reporting.

The EEA seeks talented individuals with diverse skill sets related to data handling, processing, and dissemination in the field of waste generation and management. This includes the development of IT tools to support data exchange between the EEA and its data providers, the development and management of a reporters’ community of practice, the assessment of data quality, the analysis of reported information to inform status, trend, and distance-to-target assessments, and the dissemination of this information to various stakeholders, including policy makers and the wider public.

The position will entail the following tasks:

  • Contributing to the management of waste data flows across the full data cycle, from data acquisition and validation to analysis and dissemination, including supporting data exchange between EEA and its data providers;
  • Ensuring the quality, completeness, and consistency of reported data, including quality checks;
  • Designing, developing, and maintaining data products for policy makers and the public, including indicators, dashboards, visualisations, thematic websites and other public-facing products;
  • Designing and contributing to the development and improvement of IT tools supporting data exchange, processing, and dissemination;
  • Analysing reporting-tool business cases and contributing to the development and improvement of data exchange systems;
  • Contributing to data modelling, as well as the definition of data warehouses and storage solutions;
  • Carrying out data analysis in support of assessments informing the implementation of EU waste policies and contributing to feedback loops towards policy makers;
  • Manage and support the reporters’ community of practice and liaise with other key stakeholders involved in data reporting under EU legislation, including the European Commission services;
  • Contributing to the management of specific waste data flows, including municipal waste, construction and demolition waste, waste oils, end-of-life vehicles, waste batteries, and related domains.
