Context
The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.
UNOPS has supported Papua New Guinea (PNG) since 2016, initially partnering with the Global Fund to strengthen public health services.
In 2020, a dedicated country office was established to manage UNOPS’ growing portfolio, which spans infrastructure, procurement, and project management. UNOPS currently works with the Government of PNG, the World Bank, the European Union, and the Governments of Australia and New Zealand on initiatives in health, water, sanitation and hygiene (WASH), and sustainable energy, supporting the country’s development priorities through tailored, results-driven solutions.
The Assignment is situated in Port Moresby, Papua New Guinea, within the UNOPS Papua New Guinea Country Office. The International UNV Specialist- partnership Analyst will report directly to UNOPS Papua New Guinea Country Manager and work closely with the Project Managers to identify emerging business opportunities in PNG. The UNV will receive support from UNOPS Southeast Asia and Pacific Multi-Country Office through the Partnership Unit.

Task description
Under the direct supervision of the Country Manager the UN Volunteer will undertake the following tasks:
1. Strategic Partnerships/Business Development:
- Conduct research on partner strategies, opportunities and market trends, and update profiles according to changing/shifting partner priorities, areas of focus on country strategies;
- Support the development and drafting of concept notes, proposals, presentations;
- Provide support in scheduling, preparing background materials, taking meeting notes and relevant follow-ups for high level discussions with funding partners and with government counterparts; taking minutes.
- Support and follow up on country specific partnerships, including facilitating organization of events, meetings and workshops, as appropriate;
- Screening business and partnership opportunities for UNOPS in PNG, keeping track of PNG hard and soft pipeline.
2. Communications, Visibility and Outreach:
- Identify and capitalize on communication and outreach opportunities to assist UNOPS in becoming known and recognized in Papua New Guinea to support business development;
- Support the organization of promotional events and high-level meetings in coordination with the HQ Communication Group and UNOPS units;
- Draft copy for external news stories, newsletter, factsheets and web content and ensure data and visualization quality in internal and external communications;
- Any other Communications task as directed by the supervisor to ensure the support to EAPMCO’s communications and resource mobilization activities.
Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
