Job Specific Context
UNOPS has signed an agreement with Office of Information and Communications Technology (OICT) to support the Enterprise Solutions Service (ESS) to develop and support enterprise solutions which are designed to integrate core systems, processes, and data across all areas of the Organization.
This position will be part of the team which supports Inspira (UN Talent Management System system) and related applications.
Role Purpose
Under the overall supervision of UNOPS Senior Programme Manager, with the guidance and under the supervision of the Senior Information Systems Officer – HR-IT the incumbent will perform the job functions listed in this TOR.
Functions / Key Results Expected
Within the delegation of authority, the ICT Specialist - Inspira Technical Architecture & AI key functions are:

Technical Solutions Delivery and Support
Provides advanced technical architecture support for Inspira, contributing to the design, enhancement, optimization, and maintenance of PeopleSoft modules, customizations, workflows, and related system components.
Designs and implements AI-enabled solutions for Talent Management, Performance Management, and other Inspira modules, utilizing machine learning, natural language processing, automation, and emerging technologies to improve business processes and user experience.
Develops, enhances, and maintains complex PeopleSoft components, including PeopleCode, Application Engines, Component Interfaces, and Integration Broker, while performing advanced SQL tuning, performance optimization, and troubleshooting.
Designs, develops, and supports APIs and system integrations across enterprise platforms, ensuring secure, scalable, and reliable data exchange in accordance with established architectural and integration standards.
Technical Analysis and Stakeholder Engagement
Engages with stakeholders, business teams, and technical counterparts to gather, analyze, and validate requirements, and design technical solutions that address complex business needs.
Knowledge Management and Continuous Improvement
Designs and implements monitoring tools, dashboards, and performance indicators to proactively monitor and evaluate Inspira system performance and operational effectiveness.
Reviews and optimizes support and escalation procedures, coordinating technical and business stakeholders to improve operational efficiency, issue resolution, and user satisfaction.
Performs other duties as may be reasonably required and in line with the incumbent's scope of services above.

Required
An advanced university degree (Master's or equivalent) preferably in information technology, computer science, engineering, statistics, or other related field with 5 years of relevant experience is required OR
A first-level university degree (Bachelor’s degree or equivalent) preferably in the above- mentioned fields of study, with 7 years of relevant experience.
Desired:
Certification in PRINCE2
Certification in Artificial Intelligence and Machine Learning
Experience Requirements
Required:
- Relevant experience is defined as experience in the analysis, design, development, implementation, and maintenance of enterprise information systems.
- Experience in the functional and technical administration, enhancement, and support of enterprise resource planning (ERP) and talent management systems, such as Inspira or Umoja.
- Experience in implementing technology solutions, integrating enterprise applications and data flows, and preparing functional and technical documentation.
- Experience in ERP solution architecture and Human Resources Management Systems (HRMS), including requirements analysis, solution design, testing, deployment, and support across the system development lifecycle, is required.
Desired:
Experience in successfully implementing digital transformation initiatives, including managing the full lifecycle development of complex systems using PRINCE2 methodologies.
Experience in the development and configuration of ERP Solutions in the area of human resources management systems, including modules such as talent management, performance management and learning management, integrations, and data flows are required.
Experience in applying emerging technologies, data analytics, and design thinking to enhance system usability, efficiency, and inclusivity.
Experience supporting cross-functional teams and collaborating with stakeholders.
Exposure to the software development process of the United Nations Common System.
