SHAPE provides NATO with an integrated strategic effects framework, supporting SACEUR across peacetime, crisis, and conflict operations. Within SHAPE, J10 StratCom delivers strategic communication guidance and capabilities to support Alliance operations and defense planning.
The Digital Section plans and executes ACO digital campaigns, manages web and social media content, and ensures compliance with NATO branding standards. The Digital Media Manager and Analyst provides oversight and quality assurance of ACO digital outputs, coordinating with subordinate commands and content teams.
The role is responsible for managing and assessing digital communications across web and social media platforms, using audience engagement, analytics, and information environment awareness to improve performance. It also oversees multimedia production, accessibility requirements, and the responsible use of AI-enabled tools to support content production while ensuring compliance, authenticity, and quality standards.
2. Principal Duties
- Develops, implements and maintains an ACO digital media strategy and campaign approach aligned with J10 StratCom objectives and NATO policy.
-Manages and analyses digital engagement data across relevant platforms, applying quantitative and qualitative assessment to identify what works, what does not, and why.
-Provides actionable reporting to CPAO and Director J10 StratCom, combining analytics with narrative/context assessment and clear recommendations.
- Defines, monitors and refines digital Key Performance Indicators (KPIs), synchronising metrics and assessment with Information Environment Assessment (IEA) staff and subordinate teams.
-Oversees and contributes to digital-first multimedia production, ensuring outputs are optimised for platform requirements (including short-form and vertical formats), consistent branding, and rapid-turnaround delivery
- Engages with audiences on ACO social media platforms as required and synchronises responses and issue management with ACO JFCs and Component Commands.

3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

4. Essential Qualifications
a. Professional/Experience
• The incumbent shall have demonstrated experience managing and optimising social media and web outputs for a large organisation, using analytics to drive continuous improvement.
• The incumbent shall have experience overseeing or delivering multimedia content production workflows, including video post-production and template-based graphic design.
• The incumbent shall have experience establishing digital governance, including publication quality assurance, accessibility requirements and platform-aware formatting.
• The incumbent shall have experience integrating information environment assessment with digital operations, including risk awareness related to misinformation and manipulated media.
• The incumbent shall demonstrate familiarity with the responsible use of authorised AI-enabled creative tools to support tagging/metadata, transcription/captions and workflow acceleration, with robust human review and compliance with security constraints.
b. Education/Training
University Degree in sociology, behavioural science, information science, management information systems, information technology, digital publishing or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
In case of ambiguity the required job specific experience has priority over the standard education and training levels and experience described here.

• NATO-approved training in accessibility requirements for digital outputs, including caption/subtitle workflows and publication QA.
• Advanced training in crisis communication and information environment awareness, including detection of manipulated media and response coordination.

• Personal Attributes: The incumbent will need to display a high degree of professionalism, technical expertise, organisational, coordination and communication skills in the performance of his/her duties. The post requires a creative self-starter, analytical and technical skills, data visualization management, and conceptual thinker. Team worker.

• Contribution To Objectives: The work involves the analysis and research of the complete task with recommendations affecting the plans and management of the ACO’s Digital Media channels. The results should optimize J10 outputs to fully achieve its requirements for digital communications.
The delivery of this objective is critical to the ability of SHAPE J10 STRATCOM to succeed with tits missions and ultimately for NATO to fulfill its obligations related to communications. Recommendations made by the individual and her/his ability to influence NATO authorities to address identified opportunities and risks, and implement suggested recommendations may affect the realization of command and control objectives at all levels of NATO command.
There are no reporting responsibilities.
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a 1 year 7 months definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
