Position Title: Senior Advisor, Resource Mobilization and Strategic Engagement Consultant
Organization Unit: Office of the Group Director General African Risk Capacity (ARC)
Duration: 6 months with the possibility of extension.

1. Background
ARC seeks to strengthen institutional sustainability, strategic partnerships, and resource mobilisation to support its mission of climate and disaster risk financing across Africa.
2. Organization context
The African Risk Capacity (ARC), a Specialized Agency of the African Union, is on the front lines of Africa's climate and public health resilience. We work with member states to better prepare and respond to extreme weather events and public health emergencies.
Since 2012, our proven model - working together with our financial affiliate, ARC Limited - has been instrumental in strengthening the continent's resilience. Our unique value proposition combines four critical elements: capacity building, early warning, risk pooling and risk transfer. This integrated approach provides governments with innovative, tailored solutions to complement their national strategies.
To date, ARC has trained over 20,000 government officials in ARC tools, guided the development of country contingency plans, provided over $1.2 billion in insurance coverage, and disbursed $250 million in claims to protect the lives and livelihoods of the most vulnerable populations.
ARC is headquartered in Abidjan, Côte d’Ivoire, with a regional office in Lusaka, Zambia.
ARC Agency counts 39 African Union countries as its members and is supervised by a ministerial level Governing Board elected by its Conference of the Parties. Initially during the ARC design and establishment phase, ARC was managed by the World Food Programme (WFP) under a Memorandum of Understanding with the African Union. After becoming a Specialized Agency of the African Union (AU), WFP continues to provide administrative services support to ARC Agency through an Administrative Service Agreement (ASA), which will remain in force until 31 August 2027. Currently WFP financial and HR rules and regulation apply.
3. Purpose
Serve as principal strategic advisor to the GDG on resource mobilisation, donor relations, strategic partnerships, political engagement, and institutional positioning.
4. Key Responsibilities
Lead resource mobilisation; manage strategic partnerships; provide executive advisory support; strengthen Member State engagement; support advocacy and institutional positioning; oversee strategic intelligence and donor mapping.
5. Expected Results
Increased financial sustainability, diversified funding sources, stronger partnerships, enhanced visibility, and increased Member State support.
6. Qualifications and experience
Advanced degree in Agriculture sciences, economics, finance, public policy, international development, international relations, business administration, climate finance, or related fields. Minimum 15 years of progressively responsible experience in fundraising, partnerships, donor relations, and strategic engagement.
7. Managerial Experience
Demonstrated managerial and professional competence with progressively responsible professional experience in public affairs strategy and advisory roles of government, economic development at scale and Africa-related agricultural or insurance development. This should include:
• Firm knowledge of the Agency’s mandate, structure and program of work.
• Proven intellectual, managerial and technical leadership in one or more areas of the Agency’s mandate.
• Experience in weather risk management and insurance in developing countries.
• Sound knowledge of continental and international climate, agriculture, insurance and finance policy networks.
• Has contributed to the design and implementation of strategies and work plans to identify, build and maintain partnerships between organisations and with governments.
• Has led complex negotiations for partnership agreements.
• Has gained significant experience leading large and/or multicultural teams and improving performance.
Functional Capabilities
• Relationship Management: Able to proactively develop deeper relationships at a senior level with appropriate stakeholders. Able to apply this ability strategically to identify opportunities to raise the profile of ARC, develop new relationships and further organisational aims.
• Communication Expertise: Represent ARC in multilateral/inter-agency fora, leading guidance to team members in facilitating open and informative oral and written communication between partners and influencers and directs a team in support of preparation of external communication materials.
• Information Analytics, Reporting & Management: Demonstrates ability to conceptualize impactful means for reporting outcomes of ARC internal activities and also outcomes of multilateral/interagency dialogues to facilitate decision-making. Utilizing ARC internal information along with partnership information and analysis to form insights which support fact-based discussion for enhanced partnership relationships whilst proactively identifying opportunities for improvement. Supports the maintenance, management and analysis of information in appropriate ARC systems.

• People Management: Successful track record of managing groups of people of diverse languages, age, gender and cultural groups towards a common objective, by fostering team spirit, building trust and ownership and recognizing team successes and ensuring staff development.
• Result Oriented: Demonstrates an ability to manage programs and projects efficiently under shifting priorities in order to achieve targets.
• Strong Communication skills: Excellent written and verbal communication skills with a track record of showing dynamism and tact.
• Rigorous analytical and conceptual thinking:
Ability to critically evaluate complex issues and develop strategic, evidence-based solutions for immediate and long-term goals.
