The Role Impact
As Chief Information Officer, you will play a central role in enabling the NCIA’s digital backbone, ensuring that technology, information, and cyber capabilities drive operational excellence and mission success.
This is a highly influential executive leadership role at the core of the NCIA’s internal digital transformation. You will define and deliver the vision for NCIA’s information systems, infrastructure, and digital operating model, with an exacting focus on security, resilience, scalability, and alignment with strategic priorities.
You will also lead the NCIA’s cyber security posture, ensuring robust protection of systems and data while aligning closely with NATO-wide policies and standards. As a member of the Executive Leadership Team, you will shape enterprise strategy, enable innovation, and ensure technology is fully leveraged to deliver business and mission outcomes.
What You’ll Do
• Embody and role model the NCIA culture principles of Customer First, Together and Impact
• Lead with the customer at the center of every decision, build bridges across organizational pillars and drive delivery with the ownership and pace the mission demands
• Build and lead a cohesive, multicultural and multidisciplinary team, promoting excellence, the highest professional standards and inspiring work environments that enable managers and staff to develop their full potential
• Define and lead the NCIA’s internal IT strategy and architecture, aligning technology with business and operational goals
• Oversee internal information systems, infrastructure, and platforms, ensuring scalability, resilience, and cost efficiency
• Set the vision and lead the implementation of Cloud, both on-premises and hybrid environments, to support modern enterprise needs
• Ensure high availability and performance of internal IT services, driving continuous improvement across operations
• Define and enforce technology standards, policies, and compliance frameworks, including regulatory and audit requirements
• Lead and advise on cybersecurity, risk management, and information protection, establishing policies and controls to safeguard our internal systems and data.
• Oversee our enterprise applications and business systems, from selection and implementation through lifecycle management
• Drive digital transformation and process optimization, leveraging automation and emerging technologies
• Provide strategic advice to executive leadership on technology trends, risks, and opportunities

Who You Are
• A senior executive leader with 15 years (holding a Master’s Degree) or 20 years (holding a Bachelor’s degree) of relevant experience in complex technical organizations
• Extensive experience (at least 15 years), at the executive management level, involving leading and managing change in a dynamic technical organization
• Proven experience running large (100M EUR ) scale programs
• Proven experience running contemporary CIS cloud based workloads
• Demonstrable experience leading IT/Digital strategy development and its implementation
• Experience overseeing all Lifecycle aspects of Information Systems
• Strong experience in cybersecurity, risk management, and information protection
• Proven ability to drive business transformation and digital enablement in complex organizations
• Proven experience in managing large, diverse and multidisciplinary teams successfully employing modern, inspirational leadership practices
• Excellent communication and influencing skills, with experience operating in senior and politically complex environments
• Proven experience working as part of an executive leadership team, shaping strategy and delivery
