Organizational Context and Scope
Site Development is an operational unit of the Site Management and Site Development (SMSD) Programme in Cox’s Bazar, Bangladesh. The unit is integral to the Rohingya Refugee Response implemented by the International Organization for Migration (IOM) with funding from various international donors. Site Development activities include site planning and the construction and rehabilitation of drainage networks, vehicular and pedestrian access such as roads, pathways, stairways, etc., landslide and slope erosion mitigation works, plantation and installation, repair and maintenance of energy infrastructures such as solar streetlights, mini/nano grids, lighting arresters, etc. throughout camps in Cox’s Bazar District, Bangladesh.
Under the overall supervision of Programme Manager (Site Management and Site Development) and direct supervision of the Programme Coordinator (Site Development) of the IOM Bangladesh Country Office (CO), the Site Development Operations Officer (Engineer) will assist the effective implementation of programme activities within the Site management and Site Development (SD) unit, including but not limited to engineering design, construction and rehabilitation of drainage, access, slope mitigation works, solar energy infrastructures, etc. ensuring that SD activities contribute effectively to Disaster Risk Reduction (DRR), to environmental restoration and to ensure safe access to basic services for beneficiaries.
Responsibilities
- Assist the Programme Coordinator (Site Development) on technical aspects of IOM construction work in the specified technical area, including assessment, design, Bill of Quantity (BoQ) calculation, work scheduling, tendering, technical specification, monitoring and evaluation, and contract administration.
- Under the guidance and in coordination with the Programme Coordinator (Site Development), draft civil designs for small to large scale site development works. Civil designs to include (but not limited to) drainage, hydraulic analysis, road and culvert design, large scale cut/fill, quantity take offs, retaining wall and bio engineering interventions.
- Undertake regular field visits to monitor all ongoing construction and rehabilitation project sites and take necessary actions to achieve quality standard of engineering design.
- Coordinate the construction projects by ensuring the quality completion in a timely manner and within budget by utilizing and applying professional skills and knowledge in project management and stakeholder engagement.
- Report on various aspects of projects, including financial, technical, and schedule compliance.
- In coordination with the Programme Coordinator (Site Development), provide guidance on quality control and other technical areas to the technical support staff in the field.
- Assist with the development and implementation of design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications in respective technical fields.
- Participate in the tender evaluation process including assessment of bidders’ qualifications, competency and experience, and in analysing and reviewing the quoted unit rates against IOM-prepared cost estimates.
- Provide technical guidance towards accurate record keeping, construction inspections and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
- Coordinate the installation, repair and maintenance activities of solar energy infrastructures which includes solar streetlights, mini grids, nano grids, lighting arresters, etc., ensuring they are functioning effectively.
- Provide necessary information and documentation for the preparation of project proposals for IOM to contact potential donors and/or government agencies. Contribute to operational planning for emergency preparedness and response and hazard mitigation / disaster risk reduction initiatives.
- Perform management support activities for multiple construction projects in many remote locations by working with multi-disciplinary projects teams consisting of architects, engineers, construction managers, construction contractors, cash-for-work groups and non-profit implementers in planning, organizing and implementing projects.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Civil Engineering or Electrical Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above field with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working with International Organizations and/or NGOs, particularly within the region, is an advantage;
- Experience in camp rehabilitation, building structural design and site development is an advantage;
- Experience with solar energy infrastructures within humanitarian context, is an advantage;
- Experience in civil design, direct construction supervision, contract administration, surveying, quantity surveying and leveling;
- Experience in computer aided drawing, working with common engineering-related software; and,
- Previous experience working in Bangladesh or Rohingya Population will be beneficial.
Skills
- Civil/electrical engineering technical skills;
- Project management skills;
- Demonstrated people management skills, particularly in the field of humanitarian assistance;
- Demonstrated communication and negotiation skills; and,
- Computer literacy, including usage of Excel and Computer-Aided Design programmes such as AutoCAD, ArcGIS.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
