Organizational Context and Scope

The International Organization for Migration (IOM) is the lead United Nations agency in the field of migration and works in collaboration with governmental, intergovernmental and non-governmental partners. Its activities aim to: help solve migration challenges, promote an understanding of migration issues, support social and economic development through migration, and ensure the human dignity and well-being of migrants. For several years, IOM Costa Rica has been implementing different program and/or projects focused on promoting regular, safe and orderly labor migration, with the aim of strengthening the country's institutional framework for an effective approach to migration flows, through legal identity process, regularization pathways and in the areas of counter-trafficking, peacebuilding, binational dialogue and combating gender-based violence, among others. 

As part of its Displacement Tracking Matrix (DTM),11 IOM conducts regular surveys to measure migration flows and interviews to assess migrants’ needs. In January 2022, 25% of migrants in transit were women. Ninety-one percent of all migrants surveyed travelled in groups, and 13% of the accompanying persons are minors. Notably, 78% of the women travel with their families. The main needs identified were access to food, clothing, diapers, lodging, medicines, and transportation. Many migrants also reported having lost their identification documents. The confluence of these factors hampers migrants access to regular pathways and renders them highly vulnerable to being abused by criminal networks. 

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator in Costa Rica, the Project Coordinator (IBG) will be responsible for the coordination and monitoring of the Immigration and Border Governance Unit of IOM Costa Rica Mission. 

Responsibilities

  1. Support the monitoring, effective implementation and overall management of the activities of the IBG Unit, in coordination with the Program Coordinator, and the Chief of Mission by tracking and following up on the technical, administrative and financial aspects. 
  2. Supervise project support staff and monitor the work of consultants recruited to support and/or undertake specific activities. 
  3. Participate in monitoring projects progress, specifically aiming at documenting and evaluating results as well as increasing effectiveness and recommending appropriate action. 
  4. Review and assess projects’ compliance with the objectives set in project documents and budgets, M&E Frameworks and work plans, and facilitate compliance with donors’ contractual requirements and expectations. 
  5. Provide the provision of inputs for processing, endorsement and submissions of project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures. 
  6. In close coordination with the Program Coordinator, contribute to the design and development of new programs, projects and activities on immigration and border governance in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners, in compliance with donor requirements. 
  7. In close coordination with the Program Coordinator, participate in donor meetings, briefings, conferences, UN meetings and liaise with donors, governmental partners, project partners NGOs, among others. 
  8. Contribute to the collection, study, and sharing of relevant information/data on immigration and border governance and thematic networks, for dissemination to colleagues and relevant stakeholders. 
  9. Brief the Program Coordinator on a regular basis; inform on program matters and on national current affairs that may have an impact on the work of IOM. 
  10. Organize and support capacity building and training activities in the field of immigration and border governance for government officials and other stakeholders through workshops and seminars. 
  11. Perform such other duties as may be assigned. 

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in development, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or, 
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with government counterparts at high level, UN agencies and/or non- governmental organizations; 
  • Knowledge of migration governance issues at the international and regional levels; 
  • Experience working in the development and humanitarian fields; 
  • Experience in regional project development and implementation; 
  • Experience in labour migration is an advantage; 
  • Understanding and experience of working with international human rights instruments, tools and standards with the adaptation and implementation of the same in developing countries; and, 
  • Excellent writing and organizational skills. 

Skills

  • Demonstrated initiative and problem-solving skills;  
  • Good knowledge of project formulation, administration and evaluation techniques and practices;  
  • Familiarity with financial management; effective resource management skills;  
  • Sound judgment, ability to extract, interpret, analyse and format data and resolve operational problem, ability to work with minimum supervision;  
  • Ability to work effectively with local authorities, academic institutions and the broader community to advance country office objectives;  
  • Good knowledge of Microsoft Office package;  
  • Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines; and, 
  • Effective communicator, successful negotiator, creative analytical thinker, active learner, team 
  • player, and cross-cultural facilitator. 

Languages

For this position, fluency in English and Spanish is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
