Organizational Context and Scope
Under the overall guidance of the Chief of Mission (CoM) and the direct supervision of the Senior Programme Coordinator Peacebuilding and Stabilization Division, the Programme Officer (Technical Cooperation) will work in the framework of the ongoing Security Sector Reform, on technical cooperation including Community Policing and Border Management, and the community-based initiatives in Iraq to ensure the promotion of the democratic governance in this sector in Iraq. With focus on strengthening trust and cooperation between Law enforcement, Civil society, and communities to enhance the capacity in the area of Migration and Border Management.
Responsibilities
Oversee the development, management, and implementation of the administrative and operational activities of projects falling under the thematic area of Community Policing and Community Engagement (CP) as part of Peacebuilding and Stabilization Division (PSD). Supervise, manage, and provide technical support to all staff (project and field) under the CP thematic area, ensuring that appropriate structures, effective communication channels and internal processes are in place to guarantee transparent and smooth implementation of routine activities in line with IOM rules and regulations.
Backstop the budgetary, administrative, and technical aspects of the projects under their supervision to ensure the timely implementation in accordance with IOM rules and regulations, in close coordination with the Support Services, and regularly brief and advise the Senior Programme Coordinator Peacebuilding and Stabilization Division on any related matter.
Establish and maintain effective relationships with the Ministry of Interior (MOI) and Border Authorities in Baghdad and relevant stakeholders at the different administrative levels, closely coordinating joint plans for field work, trainings and workshops. Recommend focal points in the directorates of the Ministry of Interior to ensure the implementation of the programme activities.
Plan, manage and assure quality assurance of the mapping of Law Enforcement and Security Services capacity and structures, identify focal points as interlocutor of the programme activities, and aggregate findings to identify programming interventions at the national and local levels. Manage security mapping and vetting processes, and establish the Community Policing Forum (CPF), including developing, explaining, and ensuring the understanding of the ToRs.
Manage and participate in conducting trainings on human rights, rule of law and on operational procedures for the CP approach in Iraq.
In close coordination with relevant Units in PSD, ensure the organization and preparation of training courses for relevant focal points of the community, Border Law Enforcement actors, and directorates of the Ministry of Interior. Guide the design of surveys and manage their administration in the communities on community perception of security and security services.
Based on available data, including surveys of community perceptions of security and security services, and the mapping of Law Enforcement and Security Services capacity and structures, identify and design community policing responses to address ruptures in community trust in policing and security sector capacities, and consolidate planning to bring security and state control to areas of the country where this has been absent and impedes access to durable solutions.
Analyze and assess the police and Border Authorities technical capacity and training needs and advise the Programme Manager on the development of technical concepts to be operationalized such as the Community Policing and the Integrated Border Management as part of the mission strategy to support the stabilization of the country and the capacity building process in the area of Migration and Border Management.
In close coordination with relevant Units in PSD, guide the identification of opportunities to integrate or synergize components of the community policing and community engagement programming portfolio with social cohesion, stabilization, preventing violent extremism, improve state security and justice provision at the local level.
Lead Focus Group Discussions on security services and security perception by the community. Ensure community feedback is addressed, incorporated, or mainstreamed into activities and programme development.
Ensure the tracking of the beneficiaries of the project activities; for example: trainings, awareness, report of abuses, etc. and participate in the development and improvement of tracking databases and relevant information management systems.
Prepare monthly implementation, progress, and other required reports as well as summaries and other materials relevant to all activities performed.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Police Science, Criminal Justice, Correction, Law Enforcement, or a related field from an accredited academic institution with five years of relevant professional experience; or;
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in the areas of Law enforcement and community and international policing and project management and implementation;
Experience working with IOM and/or another UN agency is an advantage;
Experience in the humanitarian and/or development field in an international setting; and,
Experience in engaging with governmental representatives, police, civil society, and communities is highly desirable.
Skills
A combination of police studies and qualifications and more than ten years law enforcement experience, with regard to International Police Relations, Operations and Police Capacity Building Programme Implementation in UN Missions;
Knowledge of MS Office and Internet Explorer;
Delivers on set objectives in hardship situations;
Effectively coordinates actions with other implementing partners;
Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objective; and,
Good computer skills (MS Office, Internet browsers).
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic and another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
