Sexual Exploitation and Abuse (SEA) by aid workers is a grave violation of human rights and IOM is committed to combat any kind of SEA by its staff, related personnel and partners.
IOM’s zero tolerance policy also extends to IOM third party contracted staff, suppliers, service providers and implementing partners. With over 16,000 staff and over 6,000 related personnel, operating in 450 Offices, and 165 countries throughout the world, the impact of sexual exploitation and abuse on victims and within IOM’s operating environments, and the reputational risk it poses for the Organization needs to be addressed and remains a key priority.
The prevention of and response to Sexual Exploitation and Abuse (PSEA) continues to gain momentum not only within the United Nations (UN) and Interagency Standing Committee (IASC) common systems but also amongst governments, institutional partners, media and the general public. Increased action is no longer a choice but a necessity, and the rights of the victim must be at the forefront.
Over the past decade, IOM has increasingly been seen as a strong player supporting the prevention and response to Sexual Exploitation and Abuse and Sexual Harassment within the UN, IASC, and amongst the humanitarian community. While significant progress has been made to prevent and respond to SEA within the Organization such as through the development of innovative PSEA trainings, the development of a misconduct platform to report SEA, and extensive interagency collaboration on PSEA, more needs to be done within country and at the programmatic level and the role of the PSEA Officer will support these efforts.
In 2021, IOM developed its strategic approach toward the prevention of and response to sexual exploitation and abuse and sexual harassment focusing on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination.
Established in 1951, IOM is part of the United Nations System as the leading inter-governmental organization promoting humane and orderly migration for the benefit of all.
Operational for over 45 years in country, IOM Indonesia supports the efforts by the Government of Republic of Indonesia in promoting safe, orderly and regular migration working with a range of partners. IOM Indonesia is engaged in several areas, including: Counter-Trafficking, Labour Mobility and Social Inclusion, Disasters, Climate and Resilience, Immigration and Border Governance, Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
IOM plays a key role in addressing the impacts of climate-related and other crises by providing life-saving humanitarian support and working alongside the government to build systems that enable long-term recovery and resilience. With a strong foundation in the humanitarian-development-peace nexus, IOM supports communities to prevent displacement, reduce disaster risks, and implement sustainable solutions that serve both displaced populations and local communities. Leveraging its migration governance expertise, IOM also works to expand safe migration opportunities promoting regular pathways through strengthened border systems, labour mobility schemes, inclusive services, and institutional capacity building. Its efforts further extend to tackling irregular migration by supporting national efforts to counter human trafficking, migrant smuggling, and other forms of transnational organized crime, while delivering comprehensive protection, return and reintegration support to vulnerable migrants.
Under the direct supervision of the Programme Support Officer and the overall supervision of the Chief of Mission (COM), and technical support from the PSEAH Unit and other experts, the incumbent will be responsible for supporting and facilitating the technical oversight and day-to-day management of IOM’s prevention of and response to sexual exploitation and abuse (PSEA) activities in country. As the technical PSEA expert in-country, the PSEA Officer will need to support implementation of PSEA activities in direct close coordination with the Chief of Mission, both internally and as an active member of the interagency PSEA Network. While the incumbent will support the PSEA agenda within country and will contribute technical inputs to PSEA within programming (special emphasis on but not limited to resettlement and health assessment programming), the accountability for PSEA remains with the Chief of Mission.

COORDINATION:
• Develop, ensure implementation, contribute to monitoring and evaluation of the annual PSEAH Work Plan. Ensure alignment with IOM and United Nations (UN) strategic frameworks, and in coordination with the global PSEAH Unit, Regional PSEAH Officer, senior management of IOM Indonesia, and relevant programmes and units.
• Facilitate the integration and mainstreaming of PSEAH within the IOM Indonesia Country Strategy and various programmatic areas as appropriate; ensure SEAH risks are considered in IOM Indonesia risk register and that PSEAH is mainstreamed in proposal development, programming, monitoring and evaluation and budgeting; develop PSEAH programming and, as needed, liaise with relevant donors.
• Support the role of IOM Indonesia as the Co-Chair and key member of the PSEAH Network Indonesia by contributing to the development and implementation of PSEAH Network Indonesia workplan, strategy, Standard Operating Procedures for an Inter-Agency Referral of Complaints of Sexual Exploitation and Abuse (SEA) Allegations, etc.
• In close coordination with the direct supervisor and relevant colleagues, engage and provide technical support in collection, analysis and use of data related to PSEAH efforts, in line with relevant IOM data protection standards, to showcase trends, results and impact.
• Document and share PSEAH results and good practices through internal and external reporting, visibility materials and knowledge-sharing initiatives in IOM Indonesia, IOM Regional and Global, and PSEAH Network Indonesia.
• Mobilise the engagement of IOM Indonesia personnel to participate in the annual UN system-wide PSEAH Survey, and support the Chief of Mission and Senior Management team to unpack the results to guide and update IOM strategy and Work Plan.PREVENTION:
• Provide technical support or directly undertake assessments to identify potential SEAH risks and define appropriate mitigation measures; in coordination with relevant programmes and units ensure that risk mitigation measures are embedded within IOM programming, operations and administration.
• Develop an annual PSEAH training plan and coordinate, facilitate or support the delivery of PSEAH training for IOM staff and related personnel, implementing partners, key institutional stakeholders, vendors and service providers, impacted communities under IOM’s care.
• On a regular basis, compile and report data on the number of IOM personnel, partners, beneficiaries, trained on PSEAH in Indonesia in coordination with HR, PSEAH champions, and relevant units (such as Protection). Support the registration of relevant participants within the IOM system and, if required, the timely issuance of certificates.
• Regularly update, contextualise, and support the implementation of communication and awareness-raising PSEAH materials and understanding of prohibited behaviours, reporting channels, and available assistance to IOM personnel, partners, and refugees/beneficiaries.
• Continuously share key messages on PSEAH, including information on reporting channels and support mechanisms at country and global level in close coordination with relevant programme colleagues; Provide technical support for the integration of PSEAH awareness through other programme implementation modalities, such as Women and Girl Safe Spaces, Education programmes, mental health and psychosocial support activities.
• Map existing community engagement projects and work with project/programme managers to gather community inputs, insert PSEAH messages, and strengthen and/or establish safe and accessible reporting channels.
RESPONSE:
• Serve as the PSEAH Focal Point within IOM Indonesia, acting as the primary liaison between IOM Indonesia, the Regional PSEAH Officer, the global PSEAH Unit, and relevant internal units; ensure timely information flow, consistent messaging, and coordinated action on PSEAH-related matters across the mission, in coordination with the direct supervisor.
• Work closely with all Programmes and Units and continuously update mapping of interagency victim assistance pathways and/or existing IOM programmes to refer victims/survivors for assistance; ensure up to date information on available services is accessible in all areas where IOM operates in Indonesia; coordinate with gender-based violence and/or child protection colleagues to support the strengthening of victim services within the country and/or programming.
• Safely respond to SEAH disclosures and coordinate referrals for victim/survivor assistance in line with country, regional or global support mechanisms and ensure coordination with the Regional PSEAH Officer and the global SEAH case management team.
• Regularly monitor safety and other risks for SEAH victims/survivors in coordination with the Regional PSEAH Officer and the global SEAH case management team; adjust response to mitigate risks; ensure regular assessment of victims’/survivors’ needs.
• Support strengthening GBV/child protection prevention and response, as requested.
• Undertake duty travel as required.
• Perform such other duties as may be assigned.
UN PSEAH Coordination:
• In line with the additional role as the UN PSEAH Coordinator,
• Support the development, implementation, monitoring and evaluation of the Annual PSEAH Action Plan
• Work closely with UN agencies’ PSEA focal points and provide technical support to in the development of Joint Strategy and in meeting compliance with the Minimum Operating Standards on PSEA, including those related to the implementation of the UN – GoI Sustainable Development Cooperation Framework.
• Coordinate Technical Working Groups within the PSEAH Network and support authoring key documents as required in line with the PSEAH Action Plan.
• Coordinate and facilitate major events/activities in the PSEAH Action Plan, including Joint Training and PSEAH Network’s learning series.
• Work with PSEA Focal Points in mobilising the participation of UN and PSEAH Network members personnel in the annual PSEA system-wide survey and learning sessions.
• In coordination with Co-chairs, initiate and support mobilisation of resources and new activities to maintain and expand regular engagement.
• Advocate and promote cross-sectoral engagement, including with emergency clusters, government agencies, and faith-based organisations.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience

Skills
- Knowledge and understanding of IOM’s institutional approach on PSEA and related strategies, policies, rules and regulations;
- Knowledge of the UN system and architecture;
- Knowledge of mainstreaming best practices and partnership models to ensure coordination of the same across a diversified range of actors; and,
- Ability to work with and maintain strict confidentiality, when necessary.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
