Organizational Context and Scope

Under the direct supervision of the Chief of Mission (CoM), in coordination with the Regional Office (RO) for West and Central Africa and Country Office (CO) in Burkina Faso, the Project Officer will be responsible and accountable for coordinating and implementing the Migrant Protection, Return, and Reintegration Programme (MPRR), Immigration and Border Governance (IBG) and Community Stabilization projects in Burkina Faso.

Responsibilities

  1. Supervise and coordinate the project’s implementation in close coordination with the team Unit, Non-Governmental timely manner, monitoring and following up on its budget, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

  2. Monitor project progress specifically aimed at increasing effectiveness and recommending appropriate action.

  3. Monitor compliance to project partners and the work of consultants/ implementing partners (IPs)  recruited to support and/or undertake specific activities.

  4. Assist the Programme Coordinator in maintaining continuous liaison with donor, project partners,  other IOM Country offices (CO) and RO to facilitate a coordinated approach to project implementation, highght potential synergies with IOM's programmes and make recommendations on donor/partner  engagement.

  5. Maintain close collaboration and contribute to strengthening partnerships with relevant stakeholders  such as Government entities, national authorities, United Nations (UN) agencies, Non-Governmental Organization (NGOs), and other local partners to facilitate the enhancement of project  effectiveness.

  6. Facilitate adequate information management on project related activities including visibility, regular updates, summaries, press releases and other relevant materials, in close coordination with the donor and IOM’s Communication team.

  7. Review as per donor requirements and IOM policy and/or draft quality progress reports, financial reports and other reports related to project activities.

  8. Train, guide and supervise project support team and provide necessary support to assist them to execute activities efficiently to meet the project objectives.

  9. Contribute technical inputs for the drafting and development of new projects.

  10. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences,Business Administration, Migration Studies,International Relations, Lawor a related fieldfrom an accredited academicinstitution with two years ofrelevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in project management, implementation and project development;
  • Experience withpeacebuilding and community stabilization work areas;
  • Experience in liaising with government authorities and other national/internationalinstitutions;
  • Previous experience with UN and International Agencies, international or local NGOs preferred.
     

Skills

  • Demonstrated expertise in the thematic area relevant to project development;
  • Writing, communication and negotiationskills preferred;
  • Knowledge of project budgeting is desirable;
  • Good knowledge of IOM/ UN human resources and financial policies and staff rules andregulations.
  • Ability to work in a team environment.
  • Excellent organization skills; analytical and creative thinking.
  • High levelof accuracy and ability to work under pressure.
  • Excellent computer skills, including Microsoft functions such as Word, Excel, PowerPoint, etc.
     

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Working knowledge of Spanish is an advantage.
