Organizational Context and Scope

Under the overall supervision of the National Project Officer (AVRR) and the direct supervision of Project Associate (Information Outreach Team Leader), the successful candidate will support in the implementation of project activities under the programme “Implementation of assisted voluntary returns and reintegration measures as well as operation of Accommodation Center for applicants of voluntary returns”. 

Responsibilities

1. Support the Project Associate (Information Outreach Team Leader) in coordination and overseeing of the work of AVRR/OCAVRR Information Outreach Assistant.

2. Support the National Project Officer and Project Associate (Information Outreach Team Leader)in strategic planning and in identifying priorities for the work of the Department while ensuring that the Department fulfils Project’s policies and commitments. Monitor administrative procedures for the unit including staff attendance, leave approvals, expenses, staff evaluations.

3. Ensure Project implementation according to IOM's procedures and regulations and in compliance with the project requirements.

4. Prepare and update Standard Operating Procedures (SOPs) in coordination with Operations Unit.

5. Evaluate and update specialized tools for collection of data (statistics and narrative reports) regarding migration trends and data with regard to AVRR in each area of interest.

6. Provide updates to the National Project Officer on policies, activities, reports, statistics and analyses on Information Outreach activities and planning undertaken by the Department.

7. Develop, manage, and monitor the AVRR presence in all needed regions and ensure that IOM’s visibility is enhanced.

8. Adopt problem solving attitude on matters that inhibit and challenge smooth operation of procedures.

9. Coordinate and conduct field AVRR information visits to areas across Greece in coordination with the National Project Officer and the Project Associate (Information Outreach Team Leader) to present AVRR key points and relevant updates, strengthen cooperation with agents and local authorities as well as increase knowledge and awareness of AVRR trends in each area. Report findings and make recommendations to management (written and/or oral) regarding processes, methods and/or policies and procedures that could be implemented to enhance the delivery of the Information Outreach activities.

10. Share and update information to AVRR Outreach Assistants regarding procedures related to their work as well as updating regarding current changes in legislation and policies.

11. Cooperate with all departments to ensure the best coverage of Outreach Assistants’ needs.

12. Identify, prioritize and sustain key stakeholders’ relationships relevant to the AVRR’s activities.

13. Understand and assess needs that arise in the field and address them accordingly in cooperation with relevant departments.

14. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school degree/certificate with three years of relevant professional experience; or
  • University degree in Social Sciences, Humanities, Psychology or a related field from an accredited academic institution with one year of relevant professional experience.
  • Master’s degree in above fields an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience 

  • Previous experience in a similar function is an advantage;
  • Experience in project implementation of AVRR or related humanitarian programs;
  • Experience liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Strong experience in working effectively with local authorities, stakeholders, beneficiaries and the broader community;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Skills

  • Sound and proven understanding of internal and international migration issues; experience with AVRR/OCAVRR project would be considered as an advantage.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Greek (written and oral) is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
