Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organisational Context
Major Programme V115, the Independent Oversight Mechanism (IOM), was established by the Assembly at its eighth session in accordance with article 112, paragraph 4, of the Rome Statute. It is an operationally independent office with its head reporting to the President of the Assembly of States Parties.
The purpose of the IOM is to provide meaningful oversight of the Court through its mandate to conduct inspections, evaluations and internal investigations at the request of Heads of Organs and/or the Bureau, and to provide assurance to the Assembly of the effective and comprehensive nature of such oversight.
Duties and Responsibilities
The Administrative Assistant will work under the direct supervision of the Head, Independent Oversight Mechanism (IOM). The incumbent will perform the following duties:
- Provide administrative support to the Head, IOM including for correspondence, calendar management, procurement actions, raising purchase requisitions and purchase orders.
- Manage the IOM budget execution; track expenditures against the budget and perform quality checks on requisitions.
- Administrate the office’s time recording and attendance systems, travel plans, office supplies and other administrative systems.
- Administrate the office’s highly confidential investigation, evaluation and inspection case recording system, and provide regular summary updates for quarterly reporting.
- Assist the professional staff with confidential interview notetaking as required.
- Assist the professional staff in obtaining confidential administrative background information for investigation and other purposes as required.
- Conduct research and assist preparing investigation report.
- Assist with in conducting intakes.
Essential Qualifications Education:
Diploma of High School or University.
Experience:
- A minimum of six years with a diploma of secondary education or two years with a university degree, of administrative experience, or support to oversight activities such as investigations, due diligence, evaluations or inspections; preferably in an international organisation; and/or
- Experience in designing and administering physical and electronic document filing systems; and/or Experience in formal interview notetaking, or transcription services or report drafting.
Knowledge, skills, and abilities:
- A good knowledge of general office management policies, procedures and practices;
- Excellent skills in Microsoft standard applications, i.e. Word, Excel and Power Point as well as experience as an advanced user of an Enterprise Resource Planning application (SAP);
- Excellent communication, drafting and organisational skills;
- Confident, trustworthy, able to maintain strict confidentiality and to work alone without direction;
- Establish and maintain working relations with people in a multicultural multiethnic environment;
- Thorough and detail oriented;
- Knowledge of oversight activities and procedures.
Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
