About the Region

The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office

Since 1999, the Central Africa Multi-Country Office (CAMCO), headquartered in Kinshasa, DRC, has partnered with UN agencies, international organizations, and governments in 15 Central African nations. CAMCO provides fund management, technical assistance, and capacity-building across critical sectors—infrastructure, health, education, governance, procurement, and environmental protection—while working with national and local authorities to secure local ownership and sustainable impact. The diverse portfolio spans rural-community empowerment, road rehabilitation, and peace consolidation in the DRC and CAR through Disarmament, Demobilization and Reintegration (DDR) programmes, alongside wide-ranging procurement and human-resource services. Recent initiatives include drinking-water systems in Cameroon, mining-sector capacity-building, health-system support in the DRC, and infrastructure development in Madagascar, funded by a broad array of international partners. Together, these projects advance regional stability, resilient infrastructure, and improved livelihoods throughout Central Africa.

About the Project Office

Since 2014, UNOPS has been a key partner in the Central African Republic (CAR), delivering essential services in project management, procurement, and human resources to support national development and peacebuilding efforts. UNOPS strengthens community resilience, enhances transportation infrastructure, and contributes to peace and security, aligning closely with government priorities. Key initiatives include the World Bank/AFD-funded PURIC project, restoring critical infrastructure and improving rural connectivity; INUSCA-supported Community Violence Reduction (CVR) programmes, promoting conflict prevention and social cohesion; and the rehabilitation of the Bangui Paediatric Hospital’s Neonatology Unit, funded by the Italian Cooperation. UNOPS also implements health infrastructure projects supported by the Global Fund, expanding access to essential healthcare. Additionally, UNOPS provides human resource services for MINUSCA, enabling effective peace operations. Through this diverse portfolio, UNOPS is committed to delivering tangible, sustainable results that build a more resilient, peaceful, and prosperous future for the people of CAR.

Role Purpose

L'Associé·e en santé et sécurité, gestion sociale et environnementale – santé et sécurité au travail jouera un rôle essentiel dans l'intégration des considérations environnementales, sociales et de santé-sécurité au travail dans la mise en œuvre des projets de l'UNOPS en République centrafricaine. Il/Elle travaillera en étroite collaboration avec le Chef de projet et les partenaires de mise en œuvre pour assurer la conformité aux normes nationales et internationales, ainsi qu'aux politiques de sauvegarde de la Banque mondiale.

Functions / Key Results Expected

L'Associé·e en santé et sécurité, gestion sociale et environnementale – santé et sécurité au travail est responsable de la coordination à la gestion des aspects environnementaux et sociaux des projets, du suivi et de l'évaluation des mesures mises en œuvre, et de la contribution à l'atteinte des résultats clés en matière de sauvegarde environnementale et sociale.

1. Gestion des aspects environnementaux et sociaux

  • Examiner les mécanismes proposés pour assurer la prise en compte des mesures environnementales et sociales dans la mise en œuvre des sous-projets, en vérifiant leur conformité aux lois nationales, aux exigences de l'UNOPS, aux politiques de sauvegarde de la Banque mondiale et aux conventions internationales ratifiées par le pays.

  • Coordonner la pré-vérification en vue de leur validation, les documents soumis par les prestataires et les partenaires de mise en œuvre des EIES, des PGES et des Plans de réinstallation en vue de leur transmission pour validation.

  • Assurer  la préparation des consultations publiques et l’élaboration de comptes-rendus des rencontres.

  • Réviser les fiches relatives aux mesures d'atténuation des impacts environnementaux et sociaux afin de s'assurer qu'elles sont conformes aux exigences du projet et aux référentiels applicables.

  • Réaliser le contrôle qualité et les pré-vérifications des analyses, études et documents relatifs à la sauvegarde environnementale et sociale des sous-projets

  • Coordonner la compilation et l’intégration des clauses standard dans les dossiers d’appels d’offres.

2. Suivi et évaluation

  • Coordonner la préparation régulière des rapports initiaux de suivi et évaluation du volet environnemental et social en suivant le calendrier du reporting pour la revue du Chef de projet et de l'équipe de supervision.

  • Vérifier la conformité documentaire des projets aux exigences administratives de l'UNOPS, de la Banque mondiale et aux procédures applicables, en réalisant des revues périodiques des dossiers de sauvegarde.

  • S’assurer que la base de données (Kits, supports pédagogiques, médiatiques, visibilité) sur les activités environnementales et sociales est mise à jour, consolidée et disponible.

  • Gérer rigoureusement la documentation et l’archivage (physique et numérique) de tous les dossiers relatifs à la mise en œuvre du volet environnement, social et sante et de securite au travail.

  • Suivi de l’avancement des activités et de l’impact des mesures environnementales sur les conditions de vie des populations ciblées.

3. Résultats-clés


  • Tous les documents de sauvegarde environnementale, sociale et de santé et sécurité au travail font l'objet d'une revue qualité avant leur validation.
  • Les instruments de sauvegarde sont conformes aux exigences nationales, aux procédures de l'UNOPS et aux politiques de la Banque mondiale.
  • Les rapports de suivi environnemental et social sont révisés dans les délais et répondent aux standards de qualité attendus.
  • Les dossiers de projet sont complets, correctement archivés et conformes aux exigences documentaires.
  • Les non-conformités identifiées lors des revues sont documentées et communiquées en vue de leur prise en compte.
