Job Specific Context
UNOPS has signed an agreement with the United Nations to implement defined activities in support of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
The One Grant Management system (OneGMS) Unit enhances the digital systems, data governance, and operational efficiency of OCHA’s pooled-fund portfolio. Operating within the Pooled Fund Branch under the Grant Oversight Section (GOS), the Unit leads the development and maintenance of a unified grant-management platform serving Country Based Pooled Funds (CBPF) and Central Emergency Response Funds (CERF). Its vision is to ensure that all stakeholders involved in humanitarian financing have timely, reliable access to the tools and information needed to make transparent and accountable decisions. Support is provided to OCHA HQ, field operations, partners, and external oversight bodies.
The Unit’s work spans four pillars: platform development, data interoperability, process alignment, and capacity strengthening. The platform development pillar drives the evolution of OneGMS, the core system replacing legacy fund-management applications. It digitizes workflows across partner registration, project submission, technical review, budgeting, allocation, monitoring, reporting, and audit, while ensuring coherence with global policies.
OneGMS integrates multiple modules and serves thousands of users across OCHA offices and implementing partners. It also powers external transparency through structured data pipelines and APIs that enable automated publication to the Pooled Fund Data Hub and the International Aid Transparency Initiative (IATI) Registry.
The Unit is organized into three complementary areas:
- Systems & Architecture, leading engineering, security, infrastructure, and performance;
- Data & Interoperability, managing data pipelines, API services, and integrations with Umoja, UNPP, and reporting frameworks;
- Business Process & User Support, ensuring policy alignment, onboarding, training, and operational assistance across global pooled-fund operations.
***Even though the duty station is indicated as Geneva, Switzerland, consideration may be given to allow the position to be home-based, depending on the incumbent's personal situation. For home-based positions, a location-specific fee scale is applied in determining the contractor's fee.***
Role Purpose
UNOPS is seeking to recruit an ICT Specialist - Systems Support to support OCHA´s One Grant Management system (OneGMS) and maintain our visualization services. The incumbent must demonstrate skills in designing, building, and maintaining secure, data-driven web applications and APIs that power analytics dashboards and operational tools for humanitarian projects. The role requires assisting in end-to-end delivery across backend services, data integration, and visualization layers, ensuring performance, security, and reliability at scale.
The ICT Specialist - Systems Support will report to the OneGMS Lead Developer under the overall direction of the Lead for OneGMS.
The incumbent of this position will be a personnel of UNOPS under its full responsibility.
Functions / Key Results Expected
The incumbent will be responsible for the following duties:
- Provide direct support to the OneGMS team in gathering, documenting, and translating data integration and visualization requirements into .NET application components.
- Coordinate the preparation and updating of technical documentation, including basic Entity Relationship Diagrams (ERDs), sequence diagrams, API specifications, and deployment notes.
- Develop and maintain RESTful Web APIs using ASP.NET MVC with C# and Entity Framework under the guidance of senior developers.
- Develop the implementation of SQL Server database schemas, queries to shape up server-side filtering, paging, and caching for high-volume datasets.
- Develop responsive and accessible web UI components using ASP.NET and modern frontend frameworks as directed.
- Coordinate in implementing dynamic refresh functionalities for dashboards, widgets, and other interactive user interface elements.

Education Requirements
- An advanced university degree (Master’s degree or equivalent), preferably in information management, information systems, management, engineering, computer science, physical or social science, or another relevant field, with five (5) years of relevant experience is required; OR,
- A first-level university degree (Bachelor’s degree or equivalent), preferably in information management, information systems, management, engineering, computer science, physical or social science, or another relevant field, with seven (7) years of relevant experience is required.
Experience Requirements
Required:
- Relevant experience is defined as experience building production web apps with ASP.NET, MVC, or C#.
- Minimum two years of development experience of data-driven dashboards and/or interactive reporting within a .NET web application is required.
Desired:
- Experience in REST API design, Entity Framework, and relational databases (SQL Server) is highly desirable
- A solid experience in data modeling, transformations, and integrating multiple data sources and external APIs is desirable
- Experience in translating complex data needs into pragmatic, maintainable solutions is desirable.
