The Bank for International Settlements (BIS) is hiring a 1 LOD Coordinator / Operational Risk Manager within the ITS – Strategy and Governance unit.

Purpose of the job:

The mission of the BIS is to support central banks in their pursuit of monetary and financial stability through international cooperation, and to act as a bank for central banks.

By joining the Strategy and Governance team within the ITS group, you will:

  • Shape and enhance the bank's operational risk framework.

  • Collaborate on innovative risk management solutions.

  • Drive compliance and best practices across technology.

Principal Accountabilities:

  • Collaborate across Technology and with the 2LoD to identify key and emerging risks for critical technology activities, assess (and re-assess) risk exposures and controls during periodic reviews, map business processes to critical activities, and contribute to the Risk Appetite Annual Review.

  • Perform and have overall responsibility for inherent, control, and residual risk assessments of identified risks through periodic RCA assessments. Ensuring quality of each assessment.

  • Ensure control activities are effective and formulate responses to identified risks and issues. This includes establishing procedures for operations and controls, integrating control and reporting requirements from bank-wide and 2LoD risk policies, ensuring controls for policy compliance, and proactively identifying and reporting on operational incidents, including facilitating root cause analysis and remediation efforts.

  • Review and monitor control activities or quality assurance procedures on implemented standards and controls by collecting and monitoring control reports, KRIs, and operational incident data. In addition, working with management and the control functions to escalate breaches as appropriate. Work to bring risk tolerances back into line, monitor current tolerance levels, and advise management.

  • Perform and have overall responsibility for meaningful and tailored risk reporting at all hierarchies enabling an accurate overview of underlying operational risk profile and exposure. 

  • In addition, and to support the main activities of this role, the position accountabilities also include: oversee and coordinate the closure of IT audit activities and CATs and being a trusted advisor to instil best practice, and provide advice, guidance, and support to management, especially in relation to operational risks and operational incidents.

Qualifications, skills and experience:

  • Relevant degree from a university of international standing, with 7 years requisite working experience after university.

  • High degree of strategic thinking and ability to problem solve in ambiguous situations.

  • A high level of experience within risk management and the 1LoD model for enterprise risk management.

  • Strong analytical thinking skills to solve problems, evaluate options and determine pragmatic ways forward.

  • Experience implementing or coordinating 1LOD operational risk management at a commercial bank or financial market utility.

  • Experience facilitating risk management workshops including material development.

  • Experience in coordinating interdisciplinary working groups, ideally in an international environment.

  • Excellent drafting and communication skills in English particularly for policy documentation.

  • Strong interpersonal skills and strong cultural sensitivity. Proven experience curating diverse perspectives.
