Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a qualified Human Resources (Partnership) & Administration Officer to join our Area-Based Allocation (ABA) team in Mykolaiv and implement project in Khersonska oblast.

Overall purpose of the role:

The Area-Based Allocation (ABA) Consortium supports local partner organizations in Ukraine by providing quality funding, due diligence, and tailored capacity-building support. Under the management of the Support Services Manager, the Human Resources (Partnership) & Administration Officer is responsible for providing human resources assistance to partner organizations in compliance with DRC's and local guidelines and procedures of the ABA Consortium for partners as well as supported administrative-related daily operations of ABA Consortium.

Partner Support and Capacity Development (70 %)

  • Conduct HR and administrative due diligence assessments of partner organizations in line with DRC policies, ABA Consortium procedures, and donor requirements.
  • Identify organizational strengths, risks, gaps, and compliance issues, and provide practical recommendations to strengthen partners' HR and administrative systems.
  • Support partner organizations in strengthening HR and administrative policies, procedures, systems, and practices in line with national legislation, DRC standards, safeguarding requirements, and donor regulations.
  • Develop, coordinate, and monitor partner capacity development plans and corrective action, providing ongoing technical guidance and support.
  • Design and facilitate trainings, workshops, and learning sessions on HR management, administration, compliance, and organizational systems.
  • Support partners in implementing agreed corrective actions and monitor progress throughout the partnership lifecycle.

ABA Office Administration (30 %)

  • Support the day-to-day administrative operations of the ABA Consortium office to ensure an efficient and well-functioning working environment.
  • Coordinate office administration, facilities, supplies, equipment, and administrative records.
  • Support the organization of meetings, workshops, trainings, travel arrangements, and events.
  • Liaise with relevant DRC support functions to facilitate administrative services required for the ABA Consortium.
  • Support administrative procurement requests, inventory management, and office logistics in accordance with DRC procedures.
  • Maintain organized administrative documentation and filing systems to support programme implementation and compliance.

About you

To be successful in this role, we expect you to have at least 2 years of experience working with international NGOs, UN agencies, donors, or government institutions in partnership management and previous background in Human Resource and Administrative role.

Moreover, we also expect the following:

  • Excellent verbal and written communication skills
  • Familiarity with scheduling meetings, travel arrangements, and events
  • Basic understanding of procurement and inventory management
  • Excellent skill in MS Word, Excel and PowerPoint
  • English B1-B2 in priority,  Fluency in local language
  • University degree in Human Resource Management, Business, or Social Science (Psychology) degree specializing in Human Resources or equivalent professional qualification.

We offer

  • Contract length: 9 months contract depending on performance and funding after successful competition of 3 months’ probation period.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national and international employees.
