Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Monitoring, Evaluation, Accountability and Learning Officer to join our team in Mykolaiv.

Overall purpose of the role

The role is responsible for conducting monitoring activities across Mykolaiv and Kherson oblasts to assess the quality, relevance, and effectiveness of programme implementation. It involves collecting and analysing data from activity sites, communicating monitoring findings and field observations to programme teams, and contributing to programme improvement and donor reporting requirements. This position has a country focus and ensures compliance with DRC procedures and guidelines while supporting the development and implementation of strategies and action plans in southern Ukraine. The role provides monitoring support and technical guidance to country operations, contributing to effective programme delivery and oversight.

Your main duties and responsibilities will be:

Monitoring

  • Implement the regional monitoring plan and ensure the timely reporting of monitoring activities in accordance with the monitoring plan and project implementation schedule.

  • Conduct routine monitoring activities, including field visits to programme implementation sites and Post-Distribution Monitoring (PDM).

    • Hold regular meetings with programme teams to ensure accurate and timely IPT reporting.

    • Verify indicators across all reporting platforms (KoBo, InfoPortal).

  • Support joint monitoring activities involving DRC beneficiaries using a range of monitoring tools.

    • Coordinate with relevant teams to obtain beneficiary lists for Post-Distribution Monitoring.

    • Conduct beneficiary phone surveys as part of Post-Distribution Monitoring.

  • Carry out regular monitoring visits to programme implementation sites.

    • Prepare monitoring visit reports and ensure that findings are communicated to the relevant teams.

    • Provide regular verbal and written feedback on observations and recommendations arising from monitoring visits.

  • Ensure high data quality through accurate data collection, data entry, uploading, and basic data analysis.

  • Collect appropriate Means of Verification (MoVs) and ensure they are properly documented and archived.

  • Regularly analyse Post-Distribution Monitoring results for the assigned region and present findings to programme teams during monthly review meetings.

Data Collection and Analysis

  • Collect quantitative and qualitative data at programme implementation sites.

  • Support project teams in conducting assessments throughout the project cycle, including tool development, document review, data collection, and data analysis.

Reporting and Accountability

  • In coordination with programme teams, ensure that complaints and requests for assistance are responded to in a timely manner.

  • Support programme teams in promoting awareness of the Complaints and Feedback Mechanism (CFM) and ensuring its effective dissemination among beneficiaries.

Learning

  • Facilitate regular Lessons Learned sessions with programme teams to promote continuous learning and programme improvement.

About you

To be successful in this role, we expect you to have at least 2 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
Moreover, we also expect the following:

Required

  • Experience working with NGOs and/or in the humanitarian sector, including the use of data collection tools.
  • University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification.
  • Knowledge of or experience in Monitoring & Evaluation (M&E), information management, or accountability.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Basic knowledge of data analysis methods and tools.
  • Fluency in Ukrainian.
