Under the supervision of the Cybercrime Policy Adviser, the consultant will perform the following tasks: A. Develop and tailor existing training materials for a 40-hour course, tailored to public officials working on smuggling of migrants, including police officers, digital forensic analysts and prosecutors on: (i) open-source intelligence techniques in criminal investigations in cyberspace (OSINT); (ii) special investigative techniques, including undercover operations, (iii) digital evidence management, (iv) preservation of digital evidence; and (iv) criminal analysis techniques, including: search engines, tools and reverse-image analysis. B. Deliver trainings in person and online to the same public officials on: (i) open-source intelligence techniques in criminal investigations in cyberspace (OSINT); (ii) special investigative techniques, including undercover operations, (iii) digital evidence management, (iv) preservation of digital evidence; and (iv) criminal analysis techniques, including: search engines, tools and reverse-image analysis.) open-source intelligence techniques. C. Provide technical advice and mentoring to public officials in the areas of OSINT, special investigative techniques and criminal analysis in coordination with UNODC. Duties and Responsibilities
The United Nations Office on Drugs and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States strengthening criminal justice systems and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC Global Programme on Cybercrime was established in 2013 to assist Member States in their struggle against cyber-related crimes through capacity building and technical assistance according to General Assembly resolution 65/230 (2011) , the resolutions 22/7 and 22/8 of the Commission on Crime Prevention and Criminal Justice and resolution 79/243 (2024) of the General Assembly adopting the United Nations Convention against Impunity. The Programme not only builds upon previous results and analysis of the Organization, but addresses the interrelated aspects to cybercrime: prevention, detection, investigation, prosecution and sentencing/adjudication following the standards of the UN Convention against Cybercrime. Counting with solid expertise in each area of cybercrime and cyber-enabled criminality as well as in the standards to investigate in the ICT environment and procedural measures is necessary to ensure high-quality support and development of tailored products for Member States, private sector and civil society. The Global Programme on Cybercrime is supporting the Human Trafficking and Migrant Smuggling section of UNODC in implementing the EU-funded initiative “Global Action to address Financial and Digital based Dimensions of the Smuggling of Migrants”. The initiative covers countries in Asia, Africa and Latin America, (Colombia, Costa Rica, Ethiopia, Mauritania, Morocco, Nigeria, Pakistan, Panama, Senegal and Tunisia). In this context, UNODC is looking for support in developing and implementing specialized training and technical advice in the field of open-source intelligence (OSINT) and special investigative techniques to collect electronic evidence, and criminal intelligence and analysis in migrant smuggling cases. The incumbent will work in coordination and consultation with other projects and teams in those countries engaging in activities linked to the smuggling of migrants and cybercrime, in particular the Regional Office for West and Central Africa (ROSEN), the Regional Office for East Africa (ROEA), and the Country Office in Nigeria (CONIG).
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. A minimum of seven (7) years of progressively responsible experience in the area of OSINT and criminal intelligence or analysis is required A minimum of two (2) years of relevant progressively experience teaching or coaching on ICT and its relation to crime and digital evidence is required Work experience in investigations in ICTs is required Previous work experience in delivering technical advice, training or drafting substantive materials on OSINT, specialized investigative techniques or criminal intelligence is desirable Previous work experience with an international organization is desirable Work experience in relation to cases of smuggling of migrants or trafficking in persons, is desirable Work experience in Africa is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and either French or Arabic is required. Knowledge of another official United Nations language is an advantage.
