Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’ s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.
A vacancy for a fix-term appointment has arisen in the OSCE Presence in Albania for a Project Assistant (G5) under the ExB project entitled “Enhancing Media Literacy, Legal Frameworks and legal standards in Albania”.
The incumbent is based at the OSCE Presence in Albania, within Democratization Department and will be under the direct supervision of the Head of Democratization Department.


Tasks and Responsibilities:

Under the overall supervision of the Head of Department, the successful candidate will be tasked with the following duties:

1.    Drafting routine and non-routine correspondence (both on administrative and substantive project matters), working documents and background material pertaining to issues addressed through project activities related to media, including concept notes and sections of project reports and briefing papers; putting documents into adequate style, language and format, and proofreading documents and editing texts for accuracy, grammar, punctuation and style in accordance with standard practices. 
2.    Assisting in the development and implementation of project activities by liaising with counterparts and facilitating their participation, drafting terms of reference for the employment of consultants and implementing partners, and monitoring the implementation of activities and submission of reports by the implementing partners and consultants.
3.    Performing all administrative tasks such as schedules and arrangements for meetings and other events, reservations, budget follow-up, research for information and reference material. Preparing requests/documents, e.g. requisitions, travel requests/authorizations, expenditure authorizations, visa applications, etc. 
4.    Keeping track of pending matters and following up with other offices on deadlines, as well as on budget and expenditure for specific project outcomes, outputs and/or activities, giving estimates of costs for individual project activities and proposing budgetary and/or expenditure adjustments to supervisor.
5.    Undertaking computer-based searches; collating, selecting and interpreting information necessary for the development of project activities and events; assisting in the preparation of papers and presentations by extracting/summarizing statistics.

Necessary Qualifications:
•    Completed secondary education supplemented by specialized training or studies in general administration, social sciences or similar fields.
•   Minimum five years of relevant working experience in administrative, programme, or project support functions within international organizations, public institutions, civil society organizations or private sector entities.
•    Experience in organizing events, coordinating administrative processes, and supporting project implementation.
•  Ability to conduct research and collect information from a variety of sources, to assess large amounts of information and provide clear and       summarized feedback, and to effectively multi-task and deliver results under tight deadlines;
•    Ability to work with people of different nationalities, religions and cultural backgrounds.
•    Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. 
•    Excellent oral and written communication skills in English and in Albanian.
 

Remuneration Package:

According to the fixed OSCE salary scale, the remuneration is approximately 1,333 EURO , subject to National Social Security deductions. OSCE salaries are exempt from taxation.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
