Project Context and Scope
The JPST is the operational arm of the Joint Peace and Security Committee (JPSC) and was formed as the result of the 2014 Comprehensive Agreement for the Bangsamoro (CAB) signed between the Government of the Philippines (GPH) and MILF. It is a transitory mechanism composed of contingents from the AFP, PNP, and MILF-BIAF, established to operationalize the security component of the Normalization track of the CAB. The JPSTs are mandated to support the maintenance of peace, order, and stability of the mutually agreed areas by the GPH and MILF. At present, there are 24 JPST stations deployed and activated all over Mindanao specifically in the provinces of Maguindanao del Sur and Norte, North Cotabato, Sultan Kudarat province, Lanao del Sur and Norte, Zamboanga Sibugay, and Basilan. Guided by the results of the IOM research evaluation on the JPST in April 2023, findings reveal that the JPST has not only exhibited good practices in maintaining peace and security in their areas of coverage but, more importantly, built trust, confidence, and good relationship with the immediate and adjacent communities.
Building on the first phase of implementation, IOM has continued its collaboration and partnership with the JPSC to strengthen the capacity of the JPSTs in conducting meaningful community engagement while contributing to broader peacebuilding efforts. One of the key milestones achieved through this partnership is the rehabilitation of the JPST station and operation center through improving the structures by incorporating gender inclusive and climate resilient designs to enhance sustainability and climate adaptability of the stations.
To advance this ongoing effort, IOM will engage a Solar Energy Consultant who will lead the technical assessments, evaluation of the energy load profiles needed for the target station, identify technical specification of solar equipment, support the mapping of potential service providers, and assist in the management of the solar equipment installation to the target JPST station/s.
The project will employ inclusive, gender sensitive, and consultative approaches, recognizing the broad range of stakeholders that must be engaged to ensure alignment and complementarity with existing peace and security initiatives in JPST operational areas. The approach may further involve consultations with relevant community leaders and members, including vulnerable groups such as but not limited to women, youth, indigenous peoples, persons with disability (PWD) to ensure that interventions are culturally appropriate and locally grounded. This coordinated engagement framework reinforces the sustainability of JPST operations beyond the project period and maximizes the JPSTs’ potential contribution to ongoing peace and security initiatives together with regional and local governments and institutions in BARMM.
Responsibilities
Under the overall oversight of the Head of Sub-Office in Cotabato, direct administrative supervision of IOM’s National Peace, Transition and Recovery Programme Coordinator, and direct technical supervision of the National Project Officer (Engineering), the Solar Energy Consultant will provide technical assistance to the project by conducting on-site data collection and profiling of energy loads needed for the JPST station including the installation of solar equipment and capacity building support for the JPST on the operations and maintenance of the solar equipment.
a. Development of localized tools and conduct of technical evaluation for reparation/installation of solar equipment needs of prioritized JPST stations.
b. On-site data collection of relevant energy data in identified JPST stations including preparation of energy load profiles for key equipment at each site.
c. Lead the preparation of solar equipment specification and budgetary requirement in consultation with IOM project’s team and JPSC’s technical focal point.
d. Identify and map out potential vendors/service providers for the installation of solar equipment and services for operations and maintenance.
e. Ensure successful reparation/installation of solar equipment system in at least four prioritized JPST stations.
f. Design and lead the capacity building support to JPST members on operations and maintenance(O&M) of the solar equipment for sustainability.
These services shall be provided by the consultant during a period five (3) months, starting from 1 August 2026, to 30 October 2026. All outputs are expected to consider appropriate incorporation of measures to disaster risk reduction, climate adaptation and mitigation, and environmental protection, and ensure compliance with local legislation such as the National Building Code, Green Building Code and Electrical Code.
Activities will be conducted in-person and/or on hybrid modality depending on the workable arrangement with partners, government counterparts and stakeholders. All activities are understood to be subject to observance of applicable health and security protocols and to any movement restrictions that may be imposed by the Philippine government.
Deliverables are to be performed in accordance with the following indicative schedule and may adjust upon further deliberation:
First Deliverable: Submission of inception report incorporating work plan and tools for data collection and assessment (First Instalment Payment: 40%)
• August 2026 - Submission of inception report including the proposed tools be utilized on data collection and documentation of energy load profiles needed for the station.
• August 2026 - Field inspection/ technical evaluation of damaged solar power system in selected JPST stations.
• August 2026 - Develop design and cost estimate for solar equipment repair/ installation.
Second Deliverable: Repair/Installation of solar equipment and monitoring activities (Second Instalment: 35%)
• September 2026 - Assist procurement for solar power system contracting including mapping of additional potential solar contractors, vendors or suppliers for repair/installation of solar power system/equipment.
• September 2026 - Monitoring including providing strategic supervision and recommendations to contractors/service providers with regard to reparation and installation activities.
• October 2026 - Completion of the reparation/installation of solar equipment system in the selected JPST stations.
Final Deliverable: Final inspection, O&M session, and submission of final report (Final Instalment: 25%)
• October 2026 - Lead final inspection for testing and commissioning.
• October 2026 - Conduct capacity building sessions on operations and maintenance (O&M) to JPST members
• October 2026 - Submission of final report, tools, photo documentation and data sets to IOM’s Peace, Transition and Recovery Unit and/or National Project Engineering Officer
• 30 October 2026 - End of contract
The Consultant may be required to attend online or in-person meetings with the IOM project team and Joint Peace and Security Committee (JPSC) Secretariat or focal point on an ad hoc basis, to provide updates on deliverables and to ensure alignment with other project components. The Consultant may also need to travel to BARMM areas to support the conduct of some project activities related to solarization of JPST stations.

Required Qualifications and Experience
Education / Experience / Skills
Master’s degree or at least University degree in the field of energy development, renewable energy, electrical engineering, or related area with at least three years of professional experience.
- Excellent communication, writing, and analytical skills required.
- Ability to engage with a wide range of stakeholders, from grassroots level to provincial or regional policymakers.
- Understanding and experience working in the sphere of peacebuilding and peace security is a strong advantage.
- Experience/familiarity with policies and practices of intergovernmental organizations or international NGOs is preferred.
Languages
For this consultancy, fluency in English and Filipino is required. Knowledge of another BARMM local language is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
