What you will do

As the ICLA Specialist, you won't just manage a programme—you'll set the strategic direction for NRC's Information, Counselling and Legal Assistance (ICLA) portfolio across the country. You'll lead technical excellence, strengthen programme quality, mentor and develop high-performing teams, and influence national protection responses through coordination with UN agencies, donors, government counterparts, and humanitarian partners.

This role offers the opportunity to:

  • Lead the development and implementation of NRC's national ICLA strategy in Yemen.

  • Shape humanitarian responses by co-leading the national Housing, Land and Property Working Group and the Legal Aid Technical Working Group alongside UNHCR and  representation of NRC in Yemen.

  • Influence policy and advocacy on critical issues such as housing, land and property rights, civil documentation, and access to justice for internally displaced people and returnees.

  • Drive programme innovation by integrating ICLA across Shelter, Education, Site Management, and Protection programming.

  • Strengthen organisational capacity by coaching technical teams, developing guidance and training materials, and embedding best practices across the programme.

  • Build strategic donor relationships, contribute to resource mobilisation.

  • Ensure high-quality programme delivery by providing technical support, mentorship, coaching, and induction of ICLA staff and overseeing adherence to NRC policies and donor requirements.Top of Form

What you will bring 

  • Bachelor’s degree in law, human rights, international relations, political sciences or equivalent.

  • Minimum 5 years of experience within protection, legal protection and HLP issues.

  • Demonstrated understanding of humanitarian principles and minimum protection standards, humanitarian coordination mechanisms, applying protection standards to vulnerable communities.

  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles. Expertise in HLP rights, IDPs /refugee related programmes.

  • Experience in coordination and liaison with external actors.

  • Fluency in English, both written and verbal. Arabic language skills are an added advantage.

What we offer

  • Duty station: Sana’a Yemen

  • Fixed term contract: 12 months national contract, renewable based on performance and availability of funding

  • Travel: Up to 40% 

  • Salary/benefits: Grade 9 on NRC's grading structure.
