Mission and objectives
The United Nations Population Fund (UNFPA), is the lead United Nations agency for Sexual and Reproductive Health and Rights with a priority focus on women and young people.The overall vision of the new 8th Country Programme (2022-2026) is to improve the health and well-being of women, young people; vulnerable and marginalized groups in Zimbabwe by ensuring universal access to quality integrated SRHR information and services in an enabling environment. This will contribute to the attainment of the three transformative results in UNFPA’s Global Strategic Plan: Zero unmet need for family planning, Zero preventable maternal deaths, Zero gender-based violence, and the East and Southern Africa regional priority of ending sexual transmission of HIV.
Context
The UNFPA Zimbabwe Gender programme supports efficient and effective GBV risk mitigation, prevention and response systems, and ensures availability and accessibility of essential multi sectoral GBV services, especially for girls and women, including in humanitarian settings. Specific interventions include: (a) advocacy for the development and implementation of gender responsive legislation, policy guidelines and strategies, and improved funding for reducing GBV; (b) improve knowledge of women and girls on life skills, gender-equitable norms, attitudes and behaviours, including sexuality and reproduction, self-confidence and self-esteem, and their capacity to adequately access GBV services; (c) enhance the capacity of national and subnational partners on GBV in emergencies preparedness; (d) support male engagement interventions on positive masculinities for the active involvement of men and boys to prevent and address gender-based violence; (e) strengthen the capacities of communities to ensure gender equality and increase the agency of women and girls; (f) strengthen the integrated essential services package on GBV within the health, judicial and other sectors, including ‘one-stop centres’, community shelters and safe spaces; (g) scale-up mobile and remote GBV essential service provision models in remote and hard-to-reach areas; and (h) scale-up partnership and coordination and cooperation with the Government, United Nations agencies and other key stakeholders for joint programming and improved coordination to address gender-based violence and early marriage.
Task description
Within the delegated authority and under the supervision of the Technical Specialist Gender, Gender-Based Violence (GBV), and Humanitarian Response or his/her designated mandated representative(s), the UN Volunteer (UNV) GBV Programme Officer will:
A. Technical support, institutional capacity building, and support programme management
• Assume assigned responsibility for the implementation of GBV programme interventions and ensure compliance with project donor agreements.
• Provide technical support to the Ministry of Women Affairs, Community, Small and Medium Enterprises Development (MWACSMED) on GBV service provision, GBV coordination, and implementation of the GBV Information Management System (GBVIMS).
• Provide technical assistance and oversight for the development of the GBV Case Management curriculum.
• Support capacity building of United Nations Population Fund (UNFPA ) partners on GBV prevention and response, including GBV in Emergencies and GBV Case Management.
• Ensure activities contribute towards the achievement of expected results, outputs, and activities in accordance with the annual work plan.
• Ensure that all planned activities are implemented on time and within budget as per the quarterly plan.
• Compile and prepare quality monthly and periodic project progress reports, as well as the final annual report, and provide other information as required by UNFPA and MWACSMED.
• Support the Ministry and UNFPA Country Office during planning and implementation of advocacy and communication activities, including commemoration of the international specific days related to gender equality, women's rights, and GBV.
• Help identify and ensure integration of gender needs and concerns into the Sexual and Reproductive Health, and Population and Development Components.
• Ensure strong visibility of the UNFPA-supported programs implemented.
• Participate in the development and production of communication materials (leaflets, posters, brochures) to raise awareness on GBV and outreach to the community.
• Coordinate and facilitate project team meetings, including agenda preparation, documentation of meeting discussions, and follow-up on items.
• Specifically support the Ministry to generate and analyze consistent data and ensure dissemination of reports generated from the collected data.
• Carry out other activities as requested by the Gender Unit and the Country Office, and in support of the Ministry’s National GBV Programme.
B. Advocacy and Resource mobilisation
• Contribute to advocacy and resource mobilisation efforts of the Gender Unit as well as the Country Office by preparing relevant documentation (e.g., project summaries, conference papers, speeches, donor profiles) and participating in donor meetings and public information events.
• Develop factsheets, briefing materials, infographics, and presentations for public information, advocacy, and resource mobilisation purposes.
C. Knowledge Management, Data, and Evidence
• Support the strengthening of GBV administrative data management including the establishment of a national GBV database.
• Develop knowledge products that facilitate learning among implementing partners (IPs), government, and other stakeholders.
• Any other related tasks as may be required or assigned by the supervisor.
Results/expected outputs:
• As an active UNFPA Zimbabwe team member, provide efficient, timely, responsive, client-friendly, and high-quality support to UNFPA Zimbabwe and its beneficiaries in the accomplishment of her/his functions, including:
The GBV Programme Officer will contribute to the Gender Unit’s efforts to support the government of Zimbabwe to provide efficient and effective GBV risk mitigation, prevention, and response systems, and ensure availability and accessibility of essential multisectoral GBV services, especially for girls and women, including in humanitarian settings. The incumbent will support the Gender Programme and work closely with the UNFPA Country Office team, government implementing partners, UN agencies, and development partners to strengthen timely, quality, and well-coordinated GBV prevention and response as well as empower women and girls. This will encompass legal and policy review, service protocol development, training and capacity building, and the development and dissemination of best practice guidelines and technical materials. The incumbent will also work closely with UNFPA teams for the integration of GBV into youth and sexual reproductive health programming as relevant.
• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment.
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
