Mission and objectives

The Kingdom of Saudi Arabia adopts the approach of development planning in drawing its social and economic policies and programs within the framework of comprehensive five year plans, which included two basic complementary roles: the guiding role, concerned with state institutions and the public sector, and an indicative role, related to the private sector.

In this regard, the 2030 Vision outlines the general trends for all aspects of the country’s socio-economic development for the coming years. The plan also addresses the main challenges expected, along with the policies, programs and resources needed to meet these challenges and achieve development goals and objectives.

In this context, and during 2016, the International Organization for Migration [IOM] appointed, by special agreement, its first staff at the King Salman Center for Relief and Humanitarian Action to support IOM cooperation with the International Solidarity Organization on humanitarian aspects and capacity-building activities.

Another Memorandum of Understanding was signed, in December 2016, between IOM and the Human Rights Committee in the Kingdom of Saudi Arabia, in the field of capacity building for related institutions in Saudi Arabia (Ministry of Finance, Ministry of Interior, Ministry of Defense, and Ministry of Justice).

A related workshop was held from the 26th to 27th of November 2018, resulting in the development of a 36-month anti-trafficking project that is expected to be signed soon.

In 2017, IOM submitted a request to open an official office in Saudi Arabia, and the government is currently considering the application. Thus, IOM is currently a non-resident agency and part of the United Nations country team, where most United Nations agencies have the same status.

Context

The International Organization for Migration (IOM), established in 1951, is the leading intergovernmental organization in the field of migration. IOM works to ensure the orderly and humane management of migration, promote international cooperation on migration issues, assist in the search for practical solutions to migration challenges, and provide humanitarian assistance to migrants, including refugees and internally displaced persons. IOM’s mandate is to uphold the well-being and human rights of migrants and to support member states in addressing migration-related challenges.

This UN Volunteers (UNV) assignment is part of IOM’s efforts to strengthen capacity building initiatives in the areas of migration management (including but not limited to border security, counter-trafficking, labour mobility) in Saudi Arabia. The overall aim is to enhance the skills and knowledge of national stakeholders, including government officials, law enforcement agencies, and civil society organizations, to effectively address migration challenges and promote safe, orderly, and regular migration.

The assignment will contribute to IOM’s broader mission of supporting Saudi Arabia’s efforts to improve migration governance, combat human trafficking, and build institutional capacities in line with international standards and best practices. It will also contribute to the work of the UN Network on Migration in the country.


International UN Specialist Volunteers in Saudi Arabia are entitled to:

- Monthly Volunteer Living Allowance (VLA) at the amount of USD 2,912.61
- Annual and learning leaves;
- Entry lump sum USD 3500
- Free Medical and life insurance;
- Family allowance; $250 per month for one dependent. $450 per month for two or more
dependents
- Free access to different learning platforms

Task description

Under the direct supervision of the relevant Project Manager in Riyadh, the Programme Support Officer will:

- Provide programme and project support across the full project cycle, including development, implementation, monitoring, and reporting of migration-related interventions.

- Support the organization, preparation, coordination, and delivery of events and capacity-building activities, including workshops, training sessions, and symposia on migration governance, immigration and border security, counter-trafficking and migrant protection, and any other thematic under the mandate of IOM.

- Assist in preparation and development of programme-related documents, including proposals, concept notes, progress reports, briefing materials as well as more technical products such as training materials, manuals, and guidelines tailored to the needs of national stakeholders.

- Facilitate knowledge-sharing and provide support to organizing partners and participants during training programs.

- Collaborate with IOM teams, government entities, and partner organizations to identify capacity gaps and design targeted interventions.

- Monitor and evaluate the impact of capacity-building initiatives and prepare reports on progress, challenges, and recommendations.

- Contribute to the engagements of the UN Network on Migration (UNNM) in Saudi Arabia.

- Perform other duties as required to support IOM’s migration-related projects.
