Mission and objectives

WHO Country Office Kuwait inaugurated in June 2021 is mandated to support the Ministry of Health and other national institutions in meeting the targets of the Sustainable Development Goal 3 aiming to improve health and well-being for all at all ages. The CO is engaged in supporting country partners with technical assistance in specialized health topics in accordance with country support plans developed in partnership with the Ministry of Health. Additional areas of support include the implementation of capacity-building initiatives, multisectoral action plans, and the establishment of platforms to meet advocacy goals and forge dialogue around health issues of national priority with consideration to the UN guiding principles of inclusivity, equity, gender equality, respect, and dignity for all.

Context

This UNV assignment is situated within WHO’s External Relations and Resource Mobilization function, supporting the management of the strategic partnership with the King Salman Humanitarian Aid and Relief Centre (KSrelief), one of WHO’s largest contributors to health emergency operations in the Region.

The partnership supports a large, multi-country portfolio operating in complex humanitarian settings. As the scale and operational demands have increased, the need for strengthened coordination, quality assurance, and compliance with donor requirements has become critical—particularly in relation to reporting, reprogramming, procurement timelines, and visibility.

The UN Volunteer will contribute to improving the efficiency, quality, and timeliness of donor-facing deliverables, while supporting the implementation of agreed governance mechanisms, including the WHO–KSrelief Joint Task Force. This will directly support improved partnership performance, enhanced accountability, and more predictable fund flow.

The assignment also provides a structured learning opportunity, enabling the UN Volunteer to gain practical experience in donor relations, resource mobilization, and partnership management within a high-impact humanitarian and health emergency context.

Task description

Under the direct supervision of ​the External Relations and Resource Mobilization Officer​, the UN Volunteer will:

- Support the preparation and quality assurance of approximately 8–12 donor deliverables, including proposals, technical reports, and reprogramming requests

- Track implementation progress across 10–15 donor-funded projects, ensuring alignment with agreed timelines and deliverables

- Contribute to improving the timeliness of donor reporting (target: 20% improvement) to support more predictable fund disbursement

- Support compliance review of all submitted reports (technical, financial, and visibility components) prior to donor submission

- Assist in the preparation of 6–8 briefing notes and presentations for senior management and donor engagement

- Support the operationalization of the WHO–KSrelief Joint Task Force, including maintaining an action tracker and supporting at least two structured review cycles

- Contribute to the documentation of 3–5 key lessons learned / best practices to strengthen institutional processes

- Support the organization of 4–6 partnership meetings or workshops, including preparation of materials and follow-up actions
