Background:

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:
• Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
• Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
• Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.
Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction.
In Palestine, the Women Count Project, will support interventions aligned with national priorities to improve the government's capacity to generate and use gender statistics to inform policies and programmes aimed at gender equality and women's empowerment, as well as for SDGs programming and monitoring. To this end, the key objective is to ensure that gender statistics are available, accessible and analyzed to inform timely policy formulation, advocacy and accountability for gender equality and women's empowerment, with three proposed outcomes: enabling environment, data production and data accessibility and use.
In the Women Count Project, UN Women Palestine will work together with the PCBS as the governing entity of the national statistical system, with the Ministry of Women’s Affairs as the national mechanism for the advancement of women, the Ministry of Finance and Planning as the governing entity of national planning, and other relevant national stakeholders. The project will also work closely with the humanitarian architecture, including the cluster system, to ensure the collection and use of sex, age and disability disaggregated data, in the humanitarian response and early recovery.
Under the supervision of the Deputy Special Representative as the primary supervisor and of the Regional Gender Statistics Specialist at ROAS as the matrix supervisor and in liaison with normative and humanitarian teams including the Gender in Humanitarian Action Specialist, the Programme Specialist, Gender Statistics, is responsible for providing technical advice to the Head of Office and Deputy and strategic programmatic and operational management of the project, contributing to ensure the effective implementation of the Women Count Project in Palestine. She/he will also provide technical assistance and capacity development to partners (including government partners and humanitarian actors) as well as lead resource mobilization, knowledge management and communication efforts.
The Programme Specialist, Gender Statistics works in close collaboration with the programme and operations team, UN Women RO and HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Scope of Work
1.Design and develop programme strategies in the area of Gender Statistics
- Design and formulate programme/project proposals, partner agreements, MoUs among others;
- Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender Statistics;
- Ensure alignment with international statistical standards and the Fundamental Principles of Official Statistics;
- Integrate gender statistics and sex, age and disability-disaggregated data into humanitarian and development frameworks.
2. Manage the implementation and management of the Women Count Project
- Develop the annual workplan and budget and manage their implementation;
- Manage the technical implementation of the project; ensure synergies with other teams;
- Manage the submission of implementing partner financial and narrative reports;
- Provide guidance to personnel and partners on Results Based Management tools and performance indicators; and
- Organize Project Steering Committee, project review and/or evaluation meetings, as needed;
- Develop procurement plans and oversee procurement processes in accordance with corporate rules and regulations;
- Oversee implementation of project activities to ensure consistency with project objectives, agreed timelines and expected results;
- Coordinate statistical and project activities with the Palestinian Central Bureau of Statistics (PCBS) and other members of national statistical system, humanitarian actors and relevant stakeholders.
3. Manage technical assistance and capacity development to Women Count partners
- Manage the implementation of technical advice and guidance;
- Facilitate coordination mechanisms of the project by providing technical assistance;
- Draft inputs to country strategic documents, briefs, policy dialogues and other documents related to gender statistics;
- Build and manage relationships with national partners to support implementation and expansion of the Women Count programme; respond to any potential problems;
- Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners on Gender Statistics, including strategic direction, training and positioning of gender statistics in national policies, plans and strategies;
- Provide technical guidance and advisory support on gender statistics methodologies and gender data analysis;
- Support the data collection, analysis and use of sex, age and disability-disaggregated data in humanitarian (needs assessments, etc..) and development programming (surveys, censuses and administrative data);
- Develop and disseminate guidance notes, tools, methodologies and other technical resources related to gender statistics;
- Ensure quality assurance and adherence to international statistical standards in the development of statistical products and programme outputs.
- Provide technical support to ensure quality of the gender SDG indicators.
4. Manage the monitoring and reporting of the Women Count Project
- Manage the monitoring and reporting of Women Count Project implementation and finances using results-based management tools;
- Provide guidance to the project team and partners on Results Based Management tools and performance indicators;
- Oversee field missions and review reports on monitoring missions;
- Lead regular collection and quality reporting of data and information about the impact of the project, timely prepare and submit high-quality quarterly updates and contribute to the Women Count donor annual report and other UN Women reports as needed;
- Monitor indicators related to SDGs, gender equality commitments and programme results frameworks;
- Support evidence generation, gender data analysis and reporting to inform humanitarian response, recovery efforts and evidence-based programming;
- Manage the people and financial resources of the Women Count Project;
- Manage the project budget and resources, and draft financial reports;
- Forecast needs related to financial, Human Resources, logistics and administration activities, in consultation with the supervisor;
- Supervise Programme Analysts, Associates, and Technical Specialists as required;
- Mentor and guide personnel and conduct performance assessments; and
- Oversee recruitment processes, as necessary.
5. Build partnerships and support in developing resource mobilization strategies
- Develop and manage the partnerships needed to implement Women Count in the State of Palestine, including with governments, donors, international agencies, civil society and philanthropic organizations and the private sector;
- Develop and implement partnerships and resource mobilization strategies;
- Finalize relevant documentation on donors and potential opportunities for resource mobilization; and
- Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
- Strengthen UN Women’s partnerships with key regional and national stakeholders, including PCBS, UN agencies, civil society organizations and other data collecting organizations in the country in order to present a wide range of relevant data on gender equality and women’s rights to contribute to the regional and thematic monitoring of SDGs, other publications and other associated communications materials.
6. Contribute to inter-agency coordination on Gender Statistics to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide technical support to the Head of Office and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed; and
- Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.
- Participate and/or represent UN Women in statistical forums, SDG monitoring discussions, humanitarian coordination structures and technical inter-agency discussions related to gender data and statistics.
7. Manage advocacy, knowledge building and communication efforts
- Develop and review background documents, briefs and presentations related to Gender Statistics;
- Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary;
- Develop advocacy strategies and oversee their implementation;
- Identify best practices and lessons learned to guide programme improvement and strategy planning; and
- Develop knowledge management strategies, products and methodologies on sex, age, disability disaggregated data and statistics in line with the Women Count global programme Data and Knowledge Management plan;
- Identify and implement advocacy and resource mobilization opportunities in line with the Women Count global programme Outreach and Advocacy Plan and the Resource Mobilization strategy;
- Produce and contribute to knowledge and communication products, including gender alerts, gender bulletins, infographics, statistical briefs and other gender data products, and support their dissemination to relevant stakeholders.
- Ensure compliance with UN Women and Women Count branding, publication and knowledge management guidelines in programme products and communications.
8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Minimum Qualifications:
Education and Certification:
- Master’s degree or equivalent in Statistics, Economics, Demography, social sciences, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects is required.
- Experience in statistics is required.
- Experience in Gender Statistics is desirable.
- Experience in leading and coaching staff is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in using statistical software (SPSS, STATA, etc.) is desirable.
- Experience in coordinating and liaising with government agencies and/or donors is desirable.
- Experience working in the UN System is desirable.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Languages:
- Fluency in English is required.
