Organizational Setting

The Subregional Office for the Pacific Islands (SAP) is responsible for developing, promoting, overseeing and implementing strategies and projects that drive the transformation of food systems, agriculture and rural development across the Pacific. It fosters and maintains relationships with subregional institutions and governments.
FAO SAP is implementing the EU-funded Accelerating Food Systems Transformation through a Scalable Success Model (GCP/GLO/1277/EC) project in Fiji. The project supports evidence-based food systems transformation through strengthened agrifood value chains, investment planning, financing mechanisms and strategic partnerships that promote sustainable public and private investment in Fiji's agrifood sector.
FAO is seeking to recruit a National Investment Facilitation and Public-Private Partnership Specialist to support implementation of these activities in Fiji.


Reporting Lines

The National Investment Facilitation and Public-Private Partnership Specialist will be under the overall supervision of the FAO Subregional Coordinator (SRC) for the Pacific Islands and will directly report to the FAO Policy Officer. The incumbent will work closely with the National Value Chain Analyst, the United Nations Food Systems Coordination Hub, FAO Agricultural Officer, relevant government counterparts and other project stakeholders.


Technical Focus

The National Investment Facilitation and Public-Private Partnership Specialist will provide technical expertise to strengthen agrifood investment planning, financing mechanisms and public-private partnerships in Fiji.
The assignment focuses on assessing investment opportunities, developing public-private partnership mechanisms, improving access to finance for agrifood enterprises, supporting stakeholder engagement and coordinating the National Agrifood Investment Forum


Tasks and responsibilities

• Prepare an inception report.
• Assess the agrifood investment environment, financing mechanisms and public-private partnership opportunities.
• Undertake stakeholder consultations to identify investment opportunities and financing constraints.
• Identify priority agrifood investment opportunities in collaboration with the National Value Chain Analyst Consultant.
• Develop a Public-Private Partnership (PPP) framework.
• Assess financing needs and develop an MSME support and financing package.
• Prepare the Fiji Agrifood Value Chain Investment Roadmap 2026–2030.
• Coordinate the planning and implementation of the National Agrifood Investment Forum.
• Facilitate stakeholder validation of key investment outputs and document partnership commitments.
• Prepare investment briefs and the final consultancy report.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University Degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Economics, Finance, Business Administration, Agricultural Economics, Development Studies, Public Policy, Commerce, Investment, Agribusiness or a related field.
• Minimum three years of relevant experience in investment facilitation, public-private partnerships, agribusiness development, investment planning, private sector development, finance or related fields.
• Working knowledge of English (level C).
• National of Fiji.

• Experience facilitating stakeholder consultations and multi-sector coordination.
• Strong analytical, technical writing and report preparation skills.
• Knowledge of agrifood systems, value chain development, MSME development or sustainable development programmes is desirable.
• Experience working with government institutions, development partners or United Nations agencies is desirable.
• Experience working in Fiji or the Pacific region would be an asset.
• Work experience in more than one location or area of work
