What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Protection of Family Links Field Officer supports the implementation and monitoring of ICRC restoring family links (PFL) activities. S/he ensures that the visitors and/or callers leave with a positive impression of the ICRC and that the ICRC understands the visiitors and/or callers’ needs and can respond to them appropriately.

Accountabilities & functional responsibilities

  •  Develops and maintains contacts with separated families, or families of missing and/or other enquirers.
  • Understands their  situation, needs and requests, in the framework of the Cairo Delegation strategy and under the supervision of the line manager.
  • Implements Protection Family Links activities according to the guidelines; in particular, collection of tracing cases and its corresponding follow-up and ensures a proper documentation and information sharing with relevant stakeholders.
  • Performs internal and external follow-up of individual cases under the supervision of the line manager.
  • Receives visitors and/or calls and ensures that visits and/or calls are appropriately followed up and receive a timely response.
  • Carries out filing and archiving tasks in line with standard procedures.
  • Assists in institutional exercises relating to planning, budgeting and monitoring programs.
  • Represents the ICRC in an appropriate way and prepares and reports on and follow up on internal and external meetings,  also prepares, participates in and reports on all aspects of field visits.
  • Develops and maintains contact with humanitarian and civil society organizations, service providers, external stakeholders, in line with the requirements of their manager.
  • Translates or interprets upon request.
  • Carries out administrative tasks relating to the follow-up of Protection Family Links field assignments.

Scope & impact

  • Geographical remit: Local, national
  • In charge of small- or medium-scale PFL activites.
  • May contribute to the management of the Protection Family Links budget especially in link with the cooperation with the NS (capacity building, trainings, payment of salaries)

Relationships

  • Internally, interacts with colleagues on matters relating to Protection Family Links.
  • Externally, interacts with a network of contacts at the local level, such as authorities and civilians, under the supervision of the line manager and subject to a staff risk management requirements.

Certifications / Education required

  • University degree or relevant professional experience.
  • Computer skills..

Professional experience required

  • Typically, 3-5 years’ experience in the field of social, political or economic sciences or similar.
  • Experience with the ICRC or another humanitarian agency an asset.
  • Experience as a social worker, case worker or similar in a humanitarian organization an asset.

Language

  • Excellent command spoken and written of English and Arabic.
