Organizational Context and Scope

Under the overall supervision of the Chief of Mission and under the direct supervision of the Programme Support Officer, and in close collaboration with other Programme Support staff, relevant Project Managers, support staff, and relevant units at the Regional Office and Headquarters, the Senior Programme Support Associate will be responsible for supporting the project development, reporting, and partnership coordination activities of IOM Sudan, including through compiling information and providing inputs to project proposals, concept notes, and donor and institutional reports. The incumbent will assist the Programme Support Officer in programme coordination, reporting, and partnership-related support activities, contributing to the implementation of IOM’s strategic objectives, in line with IOM global, regional, and country strategies including the Strategic Results Framework (SRF).

Responsibilities

1. Support the Programme Support Officer in coordinating with relevant Units in the CO and help communicate with the Regional Thematic Specialists (RTSs) and HQ, and based on national and sub-regional needs, collect and compile information on funding and partnership opportunities for the mission.
2. With guidance from the Programme Officer, the Senior Programme Support Associate will support project development by coordinating inputs and compiling supporting information and documentation with relevant units in the CO and partners, and support coordination with donors by facilitating compliance with donor requirements and IOM standards.
3. Support the review and coordination of the endorsement process of concept notes, proposals, and donor reports on IOM’s relevant software application, in close coordination with the Programme Support Officer
4. As part of the Programme Support Unit, support communication with donors and potential donors, as requested, liaising, as necessary, with RO and IOM COs with resource mobilization functions, through the preparation of materials for donor briefings, updates, and talking points for management.
5. Maintain up-to-date donor profiles and guidance notes on donor priorities. Day-to-day tasks would also include compiling and updating information on donor priorities and funding opportunities and maintaining related records and reference materials.
6. As directed by the Programme Support Officer, assist Project Managers in complying with donor reporting obligations by providing input to and supporting the quality control and processing of donor and other relevant reports, in compliance with donor requirements and IOM reporting standards and processes.
7. Assist the Mission with project development and reporting capacity building activities for mission staff.
8. Regularly update the relevant software applications and knowledge management systems, including maintaining accurate, updated, and pertinent records of all correspondence, project development and reporting files, and other related information.
9. In coordination with Project Managers, M&E staff, and the Programme Support Officer, support the logistical coordination of monitoring and evaluation exercises as needed, contributing to the compilation and use of findings for reporting and programme development purposes, and undertaking related monitoring tasks.
10. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with six years of relevant professional experience; or

  • Bachelor’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience working in an international organization and knowledge of the UN system.

  • Experience in supporting project development, donor reporting, proposal coordination, and programme coordination, preferably in the international development/humanitarian sector.

  • Experience working with donors relevant to IOM’s mandate; and

  • Experience working with donor funding mechanisms and donor compliance requirements, including donor reporting and proposal coordination processes.

  • Previous experience in monitoring and evaluation methodologies and the use of programme data for reporting and programme development purposes is desirable.

  • Experience in the field of migration is desirable.

Skills

  • Strong writing and organizational skills, with the ability to prepare high-quality reports, proposal-related documentation, and briefing materials.

  • Familiar with information management systems used in the humanitarian sector and a fast learner.

  • Knowledge of monitoring and evaluation concepts, approaches, and methodologies.

  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.

  • Demonstrated interpersonal skills and effective communication skills.

  • Personal commitment, efficiency, flexibility, drive for results, and problem-solving skills.

  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working proficiency in Arabic is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
