Organizational Setting and Reporting Relationship

The position of Senior Operations Assistant is assigned to the Mongolia Resident Mission (MNRM) within the East Asia Department (EARD). You will be based at our Resident Mission Office in Ulaanbaatar.

You will report to the designated Technical International and senior Technical Local Staff.

Your Role

As a Senior Operations Assistant, you will provide operational and coordination support to technical international and technical local staff members at MNRM and help coordinate technical and operational activities under ADB's sovereign and non-sovereign operations in Mongolia.


You will:

  • Help prepare necessary loan/grant and technical assistance (TA) documents and ensure that these documents follow the latest ADB template and Handbook of Style and Usage and procedures;
  • Coordinate and monitor processing milestone events of assigned loan/grant/TAs and report any delay in the processing of these documents to supervisors;
  • Support the team in related operations activities such as internal memos and drafting of back-to-office reports under the guidance of the technical international and local staff and project officer;
  • Provide administrative and logistical support for organizing ADB's high-level management visits and events;
  • Use available IT tools and ADB apps, collect, compile and analyze relevant information related to the team/office/department to produce routine and ad hoc statistics/reports as instructed;
  • Ensure coordination of the project team's schedule with operations assistants including project-related milestones, meetings with government and other stakeholders, missions, and related arrangements;
  • Support project processing, project administration, and operational matters;
  • Ensure that records are maintained and updated for easy retrieval and track the flow of documents with the use of a database for monitoring;
  • Relieve other operations assistants and provide back-up support when they are absent;
  • Perform other duties as may be assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

  • Bachelor's degree in business administration or a relevant discipline.
  • At least 5 years of relevant professional experience.
  • Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers, and sections of reports.
  • Experience using digital tools and office software used in multilateral organizations to support daily tasks.
  • Collaborative skills and ability to develop relationship internally and externally in a multilateral environment.
  • Coordinate proper distribution of tasks among other administrative staff.
  • Demonstrated experience working with individuals from different cultural/national backgrounds.
  • Assess situations and making reasoned decisions on matters of confidentiality and those requiring urgent attention, especially in the supervisor's absence.
  • Ability to work with teams as a constructive team member.
  • Excellent written and verbal proficiency in English and local language.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Mongolia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
