Organizational Setting and Reporting Relationship

The position of Operations Officer is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Jakarta.

You will report to the Country Director and will work with designated Technical International Staff.


Your Role

As an Operations Officer, you will provide technical support in preparing the Country Partnership Strategy (CPS), maintaining the country assistance pipeline, and monitoring project processing.


You will:

  • Support IRM management and the relevant International Staff in preparing and formulating the CPS and the annual COBP, and maintaining the country assistance pipeline; provide support in related activities such as country programming mid-term reviews and missions; prepare and provide inputs to ADB-wide annual briefing materials and planning exercises, such as the annual meeting country brief, work program and budget framework, and department and resident mission work plans, among others.
  • Oversee the monitoring of project and technical assistance (TA) processing status and provide regular updates to IRM management and SERD Front Office; maintain dialogue and coordinate with government ministries/agencies, development partners, and partners to support ADB programs in Indonesia.
  • Provide support to team leaders in project processing in selected sectors and coordinate the implementation of regional TA projects.
  • Proactively support other ADB-wide activities of a cross-cutting nature as assigned, such as in results monitoring, program evaluation, and capacity building; review ADB documents, including loan and TA documents, and undertake administrative tasks.
  • Guide junior staff to facilitate work planning, delivery, and quality review.
  • Work collaboratively in a team and perform other responsibilities reflected in your workplan and that may be assigned from time to time by IRM management.

Qualifications

You will need:

  • Bachelor's degree in economics, public policy and administration, or other related fields; preferably with advanced training.
  • At least 8 years of relevant professional experience in project management and implementation.
  • Experience and knowledge of different stages of the project cycle.
  • Experience with international development organizations including policy dialogue and pipeline development with the government and coordination with multiple team members across sectors.
  • Sound knowledge of government administrative procedures, including on loan and grant approvals.
  • Excellent proficiency in oral and written communications in English.

This appointment is open to internal and external applicants.

Selected applicants will be subject to a one-year probationary period.

This opening is a local staff position. It is open only to nationals and permanent residents of Indonesia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
