Mission and objectives

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.

UNFPA supports:
• Sexual and reproductive health (SRH) for all, particularly women and girls in more than 150 countries – home to more than 80 per cent of the world’s population. SRH includes;
 The health of pregnant women, especially the 10-15 million who face life-threatening complications each year
 Reliable access to modern contraceptives sufficient to benefit 20 million women a year
 Training of thousands of health workers, particularly midwives to help ensure at least 80 per cent of all child births are supervised by skilled attendants
 Prevention of teen and early pregnancies, complications of which are the leading cause of death for girls 15-19 years old
 Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster
• Prevention of gender-based violence (GBV), one of the most common forms of violence today affecting 1 in 3 women across the globe
• Abandonment of female genital mutilation, which harms 3 million girls annually
• Gender-responsive, age appropriate Comprehensive Sexuality Education (CSE)
• Efforts to end child marriage affecting 12 million girls every year
• Countries in development of youth policies and reproductive, maternal, newborn, child and adolescent health policies and action plans.
• Population census, demographic health surveys, research, data collection and analysis, which are essential for development planning as well as in humanitarian settings

Context

UNFPA Sudan Country Office (CO) seeks a Programme Associate who will, under the overall guidance of the Representative and Deputy Representative and direct supervision of the Population and Development Programme Specialist, actively support and play a key role in the work of the Country Office on population and development and data portfolio. His/her role will focus on supporting the implementation of the country office work plans with the National Population Council and the Central Bureau of Statistics to timely generate data and evidence and incorporate demographic dynamics into sectoral and local development planning. He/she will assist the Country Office with partnership and coordination with PD strategic partners on emerging population related issues in the country. Located in the UNFPA Country Office in Port Sudan/Khartoum, the candidate will contribute to the strengthening of population data systems and evidence-based policy advice in population change and development. S/he will support the country's needs for population and development data, addressing needs across the development-humanitarian continuum, including tracking progress on the sustainable development goals (SDGs), Leaving No-One Behind, the ICPD-related indicators, demographic analysis and tracking of new developments in mega trends (e.g. migration, climate change, etc) and their implications for UNFPA’s transformative results.

Task description

o Assist with compiling background documentation of programme summaries, briefing notes, talking points, concept documents on the Population and Development portfolio.
o Prepare/contribute to data analysis, including statistical tables and annexes for UNFPA Sudan CO’s flagship reports and background papers relating to population and development and its interconnectedness with SRH, maternal health and GBV programmes.
o Contribute to the review of the political, social and economic environment relevant to Population and Development and prepare analytical information and evidence for the senior management and the programme team to support the CO in advocacy and resource mobilization.
o Assist the Central Bureau of Statistics (CBS), National Population Council (NPC) and relevant line ministries and departments in demographic analysis and data collection for evidence-based planning.
o Support planning and implementation of PD programme activities in close collaboration with Implementing Partners.
o Assist in monitoring and evaluation of project performance, prepare reports, presentations, and programme documentation.
o Assist with financial and operational tracking of programme activities and ensure compliance with organizational procedures and standards.
o Contribute to the development of the country programme and projects by compiling and analysing information relevant to population and development.
o Support the development, finalization, and revision of P&D-related annual work plans and draft project documents.
o Contribute to identifying research gaps to be initiated under the P&D projects and carrying out literature reviews as guided.
o Review and process in collaboration with the Finance Unit, advance requests by IPs and ensure all expenditures are in line with UNFPA polices and procedure and the agreed annual work plan (AWP).
o Reviews Implementing Partners’ (IPs) financial supporting documents and ensuring all expenditures are fairly presented and proceed with the liquidation process.
o Follow up the payments process with the UNFPA Finance Unit to ensure that cheques are ready and received by IPs in a timely manner.
o Track project expenditures and monitor the expenditures using all available analytic tools (e.g., Quantum+, SIS, etc…….)
o Ensures proper management of the programme and office filing and archiving systems, applying UNFPA rules, regulations, and procedures.
o Draft for approval, amendments to project agreements, workplans and contractual aspects of projects with implementing partners.
● Handle administrative work, including but not limited to creation and follow up of requisitions in Quantum; processing of minor procurement of goods and services; organizing, follow up, and provide logistic support on events, workshops, etc.
● Conduct rigorous Spot-checks to ensure IPs implemented activities are implemented according to UNFPA procedures and guidelines.
● Provide day-to-day administrative and logistical support to programme teams, including travel arrangements, event coordination, and procurement requests.
● Perform any other duties as assigned by the supervisor.
