A. Develop Training Plan for National Civil Police (PNC) IT Programmers and Developers Design a training program so PNC IT personnel can maintain and update the Case Management System (CMS) post-project, present a technical training curriculum, training modules covering: CMS architecture and design, database administration, user management and security, system monitoring and alerting, backup and recovery procedures, common troubleshooting procedures, training materials (slides, manuals, practical exercises), schedule of training sessions. B. Develop Technical Manuals for CMS Maintenance Complete documentation of technical procedures so the PNC can independently maintain and update the CMS including: • System Administration Manual: CMS startup and shutdown procedures, User and permission management, System performance monitoring, Logging and audit management • Preventive Maintenance Manual: Maintenance checklist (daily, weekly, monthly, annual), Patch and version update procedures, Backup procedures, Disaster recovery procedures • Technical Architecture Manual: Documentation of system components and modules, Data flow diagrams, API specifications, Database schema descriptions. • Troubleshooting Guide: Common errors and solutions, diagnostic procedures, technical support contacts, Documentation delivered in English with practical examples C. Deliver Technical Training to PNC Direct training to PNC developers and system administrators on CMS operation and maintenance Provide training to PNC IT staff on the use, maintenance, and updating of the software, support end user training initiatives, and advise on and supply inputs for the development of an online course.

Duties and Responsibilities

Under the supervision of the Head of Programme Office in Guatemala the Case Management System (CMS) Local Developer shall support UNODC Developers and coordinate with National Civil Police (PNC) Developers in the following tasks and substantive duties: A. Develop Training Plan for PNC IT Programmers and Developers B. Develop Technical Manuals for CMS Maintenance C. Deliver Technical Training to PNC IT Personnel

Qualifications/special skills

High school diploma or equivalent is required. • At least ten (10) years of work experience in the development, implementation, and management of information technology systems, preferably in the public or security sector, is required. • Work experience related to technology projects in public, police, justice, or security institutions is required. • Experience in backend development with PHP and Laravel frameworks is required; experience with other modern frameworks may be considered. • Experience in PostgreSQL and MySQL relational databases is required. • Hands-on experience in RESTful API development, Eloquent ORM, and integration with external APIs and services is desirable. • Experience administering Debian Linux servers and virtualization with Proxmox is desirable. • Ability to provide local operational support and coordinate with national police IT teams and international developers is desirable. • Previous knowledge or work with the United Nations system and/or other international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in Spanish, with oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
