Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Building on UN Women’s triple mandate—normative support, UN system coordination, and operational programming—the Civil Society Division works closely with related HQ divisions, UN Women Regional and Country Offices, and sister UN entities to strengthen inclusive, participatory, and accountable civil society and stakeholder engagement for gender equality and human rights. This includes promoting inclusive participation and meaningful engagement of partners, paying attention to non-discrimination, addressing multiple and intersecting forms of inequality, and enhancing civil society and youth participation in intergovernmental processes. 

A key element of this work involves supporting intergenerational and intersectional partnerships that contribute to advancing a systematized, evidence-based approach to transforming discriminatory social norms, ensuring coherence across UN Women’s normative, coordination, and programmatic efforts. This post will help consolidate and amplify the knowledge and evidence base being developed on non-discrimination—particularly by integrating youth-led, feminist, LGBTIQ+, and WHRD-driven innovations in social norms change, thereby strengthening the global normative architecture across intergovernmental spaces, including New York, Geneva, and regional intergovernmental bodies.

The Programme Analyst will support UN Women’s engagement in intergovernmental processes with a focus  on meaningful youth participation and intersectional  inclusion. The post will support collection and analysis of evidence, innovative practices, and good models generated by civil society actors and marginalized youth—including LGBTIQ+ communities—to inform global norm-setting.

Under the overall guidance of the Director of the Civil Society Division and direct supervision of the Deputy Director, the role will also contribute to implementing UN Women’s Push Forward Strategy, its Action Plan on LGBTIQ+ Equality, and the UN Gender Equality Acceleration Plan (GEAP), ensuring these organizational frameworks are reflected in intergovernmental and human rights engagements.

Key Functions and Accountabilities

1. Provide partnership support to UN Women’s intergovernmental engagement

  • Support partner engagement in the monitoring and analysis of intergovernmental processes relevant to gender equality, human rights, and non-discrimination (CSW, HLPF, UN Human Rights Mechanisms, regional mechanisms, etc.) identifying opportunities to advance inclusive participation, contributing to gender-responsive outcomes while addressing discriminatory social norms.

  • Draft analytical and advocacy materials, including gender analyses, engagement notes, statements, talking points, and position papers, including support in identifying and bridging gaps in civil society-led evidence and input.
  • Support the integration of marginalized youth, including LGBTIQ+ issues, and intersectional non-discrimination perspectives into intergovernmental discussions and normative frameworks.
  • Support coordination with UN Women country and regional offices to ensure alignment between field-level experiences and intergovernmental advocacy.
  • Provide support to youth and human rights, including the collaboration with UNICEF on the human rights of girls, and ensuring a gender perspective in the work of human rights mechanisms that focus on children and youth, including the Committee on the Rights of the Child. 
  • Contribute to system-wide attention to discriminatory social norms by bringing forward innovative evidence and practice from youth, feminist, LGBTIQ+, and WHRD constituencies towards UN Women’s policy and programme work.

2. Provide support to the engagement with UN human rights mechanisms and independent experts

  • Support  civil society engagement with UN Special Procedures, Treaty Bodies, and Independent Experts on issues related to gender equality, non-discrimination, and SOGIESC. 
  • Support the facilitation of participation of youth-led CSOs in human rights treaty body review processes, including shadow reports. 
  • Contribute to information exchange and collaboration between New York- and Geneva-based experts, UN Women Regional and Country Offices, and HQ divisions.

3. Advance youth and civil society engagement in decision-making spaces

  • Support initiatives that promote participation and leadership of young women, girls, and gender-diverse youth in intergovernmental forums.
  • Support the design and implementation of initiatives and capacity-building opportunities for youth and feminist organizations, including those representing LGBTIQ+ communities and other marginalized groups, to advance LNOB principles and social norms transformation.
  • Contribute to the coordination between Geneva-based human rights advocacy and global youth engagement platforms, such as CSW Youth Forums or regional feminist youth networks, and encourage youth-led CSOs to participate and provide input to the review of Member States by human rights treaty bodies, especially CEDAW, CRC and the Universal Periodic Review.

4. Support implementation of the Push Forward Strategy and GEAP priorities

  • Contribute to operationalizing the Push Forward Strategy’s focus on protection, participation, and resourcing of feminist movements, especially young women, girls, and gender-diverse WHRDs.
  • Align work with GEAP priority areas, promoting strengthened accountability, inclusive governance, and system-wide coherence on gender equality and human rights.
  • Support activities, especially with youth and CSO partners,   related to UN Women’s forthcoming Action Plan on LGBTIQ+ equality and rights, in line with priorities identified in coordination with the Human Rights and Non-discrimination Section,.
  • Compile and document impactful practices and lessons learned from youth- and LGBTIQ+-inclusive engagement with civil society to inform UN system-wide initiatives, capturing social norms components (behavior-change, normative shifts, enabling environments).

5. Provide support to knowledge management, coordination, and reporting

  • Contribute to knowledge generation and awareness raising on human rights, youth, and non-discrimination, including the development of briefs, case studies, and advocacy tools. 
  • Maintain updated databases of key partners, resolutions, and intergovernmental outcomes relevant to UN Women’s strategic results.
  • Support internal coordination, monitoring, and reporting on activities, results, and contributions to the Strategic Plan indicators.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Recruitment Qualifications :

Education:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience :

  • At least 2 years of progressively responsible work experience in gender equality and multilateral spaces is required.
  • Experience working with UN system and inter-agency coordination is desirable.
  • Experience in results-based programme planning and management is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.

Languages :

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
