1. SUMMARY
The NATO Representation to Ukraine (NRU) facilitates political and military dialogue and co-operation between the Alliance and Ukraine, as well as coordinating NATO’s practical support to Ukraine.
Within the Finance and Support Services, the Budget Officer is responsible for financial planning, evaluation and budget execution of NRU’s budget for the effective and efficient financial and budgetary management of the division. The incumbent provides advice and counsel on financial and budgetary issues. The incumbent might be required to work outside normal office hours, as required.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
·have a university degree, or an equivalent level of qualification in accounting, economics, business administration or financial management;
·have at least 3 years’ relevant professional experience; in particular related to financial management and budgeting;
·have a good knowledge of financial software programmes, spreadsheets and databases;
·possess clear and efficient communication skills (oral and written) and the ability to adapt to various interlocutors (financial experts as well as non-financial stakeholders);
·possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
The following would be considered an advantage:
·knowledge of NATO structures, practices and procedures, including NATO’s financial regulations, accounting procedures and budgetary IT systems;
·experience in change, project and programme management in a multinational environment;
·experience in goods and services acquisition.
3. MAIN ACCOUNTABILITIES
Financial Management. Support the Head, Finance and Support Services in the preparation, execution, monitoring, and review of the NRU’s annual budget, Medium Term Financial Plan, mid-year budget review and any other expenditure. Assist with budget tracking, expenditure monitoring, forecasting inputs, financial reporting, and variance analysis.Identify financial discrepancies, pressures, risks, or process gaps and raise them in a timely manner to the Head, Finance and Support Services.
Knowledge Management. Keep up to date summaries of spending patterns and budgetary trends for each category of budget expenditure. Verify purchase requests as well as mission authorizations and liquidations for staff.Prepare correspondence, documents and reports related to the overall budget as well as to the financial elements of project activities. Support the development of Financial Indicators as necessary.Maintain clear and timely information flow between NRU Staff and Financial stakeholders.
Project Management. Carry out planning and evaluation responsibilities in the framework of the budget and in conducting cost-effectiveness analyses of NRU activities. Analyse and coordinate all accounting work for NRU. Assume accountability and drive NRU’s budget management and related files to completion. Manage or participate in project teams as required.
Perform any other related duties as assigned.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Head, Finance and Support Services.
Interactions: The incumbent maintains a close working relationship with the Local Finance and Procurement team, Section Heads and staff handling financial transactions. The incumbent needs to work closely with other divisional Budget Officers as well as the Office of the Financial Control, Procurement services and Budget Planning and Analysis Section on relevant budgetary and financial matters.
