WFP currently implements its Country Strategic Plan (CSP) 2023–2026 in line with the UN Sustainable Development Cooperation Framework (UNSDCF) for the same period, pursuing a strategic shift from direct implementation towards strengthening national and subnational capacities to deliver food security and nutrition outcomes. WFP supports achievement of SDGs 2 (Zero Hunger) and 17 (Partnerships for the Goals), and operates across the whole country through a network of field offices in Bokhtar, Gharm, Khorog, and Khujand complementing the country office in Dushanbe.
WFP’s programme portfolio covers emergency preparedness and response, resilience and livelihoods, nutrition, and school meals. Across these areas, WFP is placing greater emphasis on anticipatory action, shock-responsive social protection, evidence generation, and support to national systems for risk-informed planning and response. As WFP Tajikistan transitions to its next CSP for 2027–2030, it is further positioning itself as a technical and operational partner to the Government, with a stronger focus on nationally led solutions and earlier action ahead of crises.
Cooperating Partner (CP) Management Officer manages and administers partnership agreements. Based in Dushanbe. This position provides specialized support and technical analysis to inform policy and program decisions. Additionally, it strategically engages with operational partners to ensure effective delivery of WFP assistance and offers specialized contracting and compliance support to align partnerships with corporate requirements.
This position is based in Dushanbe, Tajikistan and reports to the Head of Programme. The starting monthly salary for this position is 2,191 USD.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
• Support the management of the end-to-end Cooperating Partner (CP) lifecycle, including calls for proposals, technical review processes, and preparation of Field Level Agreements (FLAs), ensuring compliance with WFP procedures.
• Provide project management and administrative support to operational partnership processes, ensuring coordination with programme units and activity managers.
• Support due diligence and partner capacity assessments (including UN Partner Portal requirements) and contribute to risk identification and mitigation measures related to CP management.
•Contribute to maintaining accurate partnership records, trackers, and documentation, ensuring timely updates in corporate systems (e.g. COMET, WINGS).
• Assist in monitoring operational partnerships through follow-up actions, field visits, and spot-checks, ensuring adherence to contractual and programme requirements.
• Support data collection and analysis related to partnership performance and contribute to periodic reporting and documentation.
• Liaise with internal stakeholders (programme, supply chain, finance, field offices) and external partners to support effective coordination and implementation of partnership activities.
• Contribute to strengthening the capacity of cooperating partners and WFP staff in partnership management processes and tools.
• Assist in resolving routine issues related to CP management, escalating more complex risks or compliance issues to senior staff.
• Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience.
Language: Fluency in English & Tajik and/or Russian language is required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Minimum one year of professional/managerial experiences in program-related activities, such as Contract Management, Partnerships, Budgeting, and Funds Management.
• Strong familiarity with the Public Sector and non-governmental organizations in Tajikistan is an asset.
• Experience in contribution to the implementation of programmes and supported partnership or project management activities.
• Experience in provided inputs to reporting, analysis, or policy discussions.
• Skills in supporting collaboration with partners and stakeholders in programme delivery.
• Ability to maintain data quality and support monitoring processes.
