Who are we? 

The Danish Refugee Council is looking for a Roving Emergency Advisor with expertise in the deployment of Cash and Voucher Assistance (CVA) and Market Systems Approaches (MSA) in emergency response. The Advisor will join the EMPACT team with the primary objective of ensuring that DRC delivers a rapid, high-quality emergency response or emergency response preparedness actions, which makes a tangible difference for affected populations.

The Cash and Markets Advisor will provide a targeted technical and strategic guidance and leadership for emergency preparedness and responses to which they are deployed. The role of Advisor will have a cross-cutting function to institutionalise CVA, working across and within country programme teams and alongside other members of DRC’s Emergency team, and technical specialists in Economic Recovery, Protection, Humanitarian Disarmament and Peacebuilding (HDP), Shelter, and Camp Coordination and Camp Management (CCCM).

About the job

A specific focus for the Cash and Market Advisor will be related to the use of MSA to improve access to essential goods, services and transition livelihood opportunities for displacement-affected populations by leveraging local actors and systems. They will be working in environments where interventions may need to continue to address immediate needs through CVA whilst working towards the recovery of individual livelihoods and local economies.  This role will be on the frontier of driving MSA within emergency responses within DRC and candidates must be comfortable linking cash assistance with market-based approaches while navigating organisational constraints and attempting to showcase the potential of new ways of working. The advisor will also actively promote partner led responses and localisation, and community led responses, including Group Cash Transfer.

The Advisor is expected to adapt to working creatively within disrupted markets, across emergencies and diverse contexts in which they are deployed. They will seek to promote the use of holistic intervention strategies utilising a combination of cash and /or voucher assistance,  digital currencies, market-based programming and market systems development interventions.

The Cash and Markets Advisor reports to the Head of Emergencies and works in close collaboration with the Emergency Management Unit and technical and support staff in country offices. Moreover, the Advisor will collaborate with technical specialists across DRC’s core sectors, and in particular linkages with Economic Recovery.

Your main duties and responsibilities will vary with each deployment, but may include:

  • Lead and support rapid emergency analysis, including cash feasibility, rapid market assessments, cross-border market assessments, modality due diligence, and market systems analysis to inform timely response decisions.
  • Develop and/or roll out of response packages, tools, Group Cash Transfers (GCT), and modality recommendations across sectors, including CVA, kind assistance, market-based support, with solutions from the start mindset towards shock recovery
  • Support country teams to translate analysis into concrete emergency response plans, concept notes, proposals, SOPs, implementation plans, MEAL tools and adaptation measures throughout emergencies.
  • Provide hands-on technical support during deployments to ensure quality implementation of CVA and market-based responses, including targeting, delivery mechanisms, risk mitigation, accountability and post-distribution monitoring.
  • Strengthen country office preparedness for CVA and market-based emergency response, including trainings and support on triggers, market monitoring, financial service provider readiness, partner/private sector mapping, tools, Group Cash Transfers etc.
  • Coach, train and accompany country teams and local partners to strengthen practical CVA, market analysis and market-based programming capacity, support local communities and actor to roll out GCTs, while promoting integrated and context adapted emergency responses.


About you

Required

  • Minimum 5 years of relevant experience in designing, implementing and monitoring Cash and Voucher Assistance (CVA) and market-based programming in humanitarian or displacement contexts, including emergency responses.
  • Demonstrated experience leading or supporting cash feasibility analysis, Rapid Market Assessments, modality selection and response analysis across sectors, including the use of CVA, GCTs, in-kind assistance and market-based approaches.
  • Strong technical experience in market systems analysis and market systems programming in fragile, disrupted or crisis-affected markets, including the ability to translate analysis into practical emergency and early recovery programming.
  • Proven experience providing hands-on technical advice, coaching and capacity strengthening to country teams in complex emergency contexts, including supporting programme design, implementation quality and adaptation during deployments
  • Fluency in English and French is required, with strong communication skills and the ability to present complex technical information clearly to both technical and non-technical audiences.
