Background
NRC Mozambique is starting a new project funded by the US Pool Fund. The project has a duration of 6 months and will cover shelter and emergency (multi-purpose vouchers) activities. Due to the short duration and the large volume of the project, a new team is being recruited in order to carry out the project activities.
Roles and responsibilities
The purpose of the Emergency Technical Assistant position is to carry out NRC’s Emergency and Shelter activities under the project funded by the US pool fund. The following is a brief description of the role.
Generic Responsibilities
• Adhere to NRC policies, tools, handbooks and guidelines
• Assist in implementing portfolio of Emergency / Shelter project activities as delegated by Emergency Project Manager in line with proposal, strategies and donor requirements, and ensure high quality
• Responsible for organizing and delivery of tasks in line with priorities and standards
• Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
• Prepare and develop progress reports as required by management
• Ensure proper filing of documents
• Proactively share information with the management on field activities and challenges, and suggestions for improvement
Specific responsibilities:
1. Technical Support. Providing technical support to communities implementing Shelter/Emergency Response activities, including active engagement with the suppliers for exchange of vouchers against material, manpower for monitoring the shelter works, etc.
2. Digital vouchers pilot. Implement the pilot of digital vouchers in emergency response with support from program unit and logistics
3. Monitoring and Reporting. Active involvement in quality control and monitoring of project activities, including in data collection for project assessments and surveys, sharing quantitative and qualitative data after field visits, etc.
4. Accountability. Support to prepare technical documentation, including bill of quantities, scope of works, monitoring reports…, as per NRC policies and the requirements of management for Emergency responses / Shelter or related activities.
Generic professional competencies
• Experience from working as an Assistant in a humanitarian project
• Previous experience from working in complex and volatile contexts;
• Knowledge and experience supervising construction / rehabilitation works
• Previous experience with beneficiary registration process by using kobo collect;
• Documented results related to the position’s responsibilities;
• Fluency in Portuguese;
• Basic knowledge in English is preferred;
Context related skills, knowledge and experience
• Knowledge of the context in Cabo Delgado;
• Strong knowledge of MS package (Word, Excel…)
