Mission and objectives

UNESCO, the United Nations Educational, Scientific and Cultural Organization, is a specialized agency dedicated to strengthening international cooperation in the fields of education, science, culture, and information. Context

The Project Officer (M&E and Education Planning) UN Volunteer will support UNESCO's programme monitoring and evaluation, including tracking key performance indicators, coordinating data collection and analysis, and producing high-quality reports to inform decision-making. The assignment will also contribute to education sector coordination by facilitating collaboration among UN agencies, NGOs, INGOs, and other stakeholders, while supporting knowledge management systems.

In addition, the UN Volunteer will assist with educational research, evidence generation, resource mobilization efforts, and donor reporting. Through these activities, the assignment will help enhance data quality, sector coordination, and the effective use of evidence to improve education programming and policy responses across Myanmar.

Task description

Under the direct supervision of Regional Director of the United Nations Educational Scientific and Cultural Organization Regional Office in Bangkok and Office for UN Coordination for Asia and Pacific (UNESCO Bangkok) and the direct supervision of from Head of the UNESCO Antenna Office in Yangon (hereafter UNESCO Office) the National UN Volunteer carry out the following tasks:

1. Project Monitoring and Evaluation

• Provide technical advice to design, plan, implement the educational M&E frameworks and systems to monitor all activities of the ongoing projects, including System Capaci-ty Grant (SCG) and System Transformation Grant (STG) implemented by UNESCO.

• Oversee the regular collection and analysis of data against the key performance indi-cators (KPIs) and project milestones, to assess educational progress. This includes identifying gaps and challenges and areas for improvement, and ensuring interventions are on track to meet their desired outcomes.

• Support the monitoring, reporting and evaluation of the Education Joint Response Framework (JRF) implementation in Myanmar. This includes facilitating the develop-ment and alignment of M&E frameworks from a range of stakeholders, including UN Agencies, INGOs, NGOs and Myanmar’s Education Cluster.

• Assist in reporting on projects and other briefings as may be required by the UNESCO field Office or Headquarters, using relevant tools, including CORE manager.

2. Sector Coordination and Partnerships

• Support the establishment, facilitate and coordinate a JRF MEAL Working Group, to support ongoing dialogue among key education partners to help identify gaps, chal-lenges and opportunities for enhanced coordination and collective sector-wide impact.

• Facilitate M&E coordination across various working groups within the education sector, with a particular focus on strengthening systems that promote alignment, collaboration, and knowledge sharing among education coordination groups. To this end, support capacity building of local organizations on effective coordination and knowledge man-agement practices, facilitate joint planning sessions, support the integration of partner efforts into national M&E frameworks, and promote exchanges of lessons learnt and good practice across stakeholders.

• Support UNESCO’s resource mobilization efforts using M&E and knowledge of strategies and plans of action among education stakeholders and develop innovative con-cepts and project proposals in accordance with needs and UNESCO’s mandates for this purpose. Contribute to organizing donor meetings when necessary.

• Technically contribute to UN related processes, such as Country Analysis (CA), Tran-sitional Coordination Framework (TCF), and UN Joint Programme, from the M&E point of view, and represent UNESCO in the thematic meetings under UNCT and working groups, when required.

3. Knowledge Management and Research

• Integrate knowledge management into partners coordination. This will involve establishing and maintaining an online knowledge management system into partners coordination system, such as Share Point based portal – to serve as a centralized hub for storing and disseminating key programmatic and resources, reports, and tools.
• Support coordination and quality assurance of ASER assessments and lead synthe-sis of findings across partners to produce a comprehensive analysis learning out-comes.

• Support educational research activities, primarily focusing on preliminary literature re-views and desk research. This involve conducting an initial review of existing litera-ture and documentation relevant to Myanmar’s education system, identifying key themes, trends, challenges, and opportunities that should inform future research and program design.

• Assist UNESCO project officers and research team in data collection by helping with the data-gathering process. This includes identifying and liaising with relevant stake-holders to organize interviews or surveys and ensuring that the data collected is ac-curate and reliable.

4. Additional activities that may be required to ensure the success of the work team

• It is important to note that additional tasks and responsibilities may be assigned as necessary, beyond those explicitly outlined above, to support the evolving needs and priorities of the organization.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day)

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities, especially in the education sector.

• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.,

• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
