1. SUMMARY 


The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General. 
Within the Protective Security & Emergency Service Branch (PSESB) of the JISD, the position of Operator, Technical Security, is mainly responsible for performing technical security tasks and missions, and for developing and maintaining Technical Security related regulations. The incumbent will contribute to supporting various Technical Security activities, including Technical Surveillance Counter Measures (TSCM) and Technical Security Inspections (TSIs), to detect, defeat, and deter adversarial threats to NATO. They will also operate In-Place Monitoring Systems (IPMS), active countermeasures and provide sound technical security advice and recommendations to internal stakeholders. All while maintaining, updating and complying with Standard Operating Procedures (SOPs) in line with and in support of NATO Security Policies.
This position requires flexibility to work outside of normal working hours and travel occasionally, when requested.

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must:
• possess higher secondary education qualification with 4 years post-related experience, OR upper vocational training/ post-secondary degree in a technical or security related field with 2 years post-related experience;
• be capable of conducting physical and laborious tasks under pressure and in different working conditions, including working at heights and confined spaces;
• experience working effectively and cooperatively within a team environment, having strong interpersonal skills and the ability to foster good working relationships;
• have a methodological approach to solving problems and an attention for detail whilst working under time constraints; and
• possess the following minimum levels in the official languages of NATO (English/ French): V (“Advanced”) in one and I (“Beginner”) in the other.

The following would be considered an advantage:
• formal qualifications in a technical or scientific subject such as a level 4 qualification in engineering/ physics or relevant vocational certificate in security or communication technologies; 
• the ability to effectively and safely operate specialised technical equipment independently; and
• knowledge and/or practical experience in engineering (e.g., radio frequency/ communications, electrical/ electronics, information communication technology including TEMPEST, construction, technical drawings), security (e.g., physical/ electronic security systems including alarms & CCTV, or technical security including TSCM and IPMS), or surveillance (e.g., technical operations, offensive cyber operations, etc.)


 

3. MAIN ACCOUNTABILITIES


Planning and Execution: Implement technical security measures as required by following work plans, SOPs, and managing timeframes to successfully achieve them. Identify any lessons learned, and promote a culture of continuous improvement considering the ramifications of wider security issues when encountered. Maintain a standard of professionalism when performing tasks. 


Stakeholder Management: Establish and preserve good working relationships with the relevant counterparts and internal customers. Communicate effectively any potential disruption caused and purposes of technical security activities whilst reporting any key findings/ outcomes.
Information Management: Monitor the life cycle of equipment and tools used and report technical issues when identified. Handle sensitive information and data appropriately and in line with NATO Security Policy.


Expertise Development: Develop and maintain the level of knowledge and specialist skills in the field of technical security by attending internal and external training courses, training exercises, and collaborating with more experienced colleagues and National Delegation’s technical security teams.  Be self-motivated to research threats and topics in the technical security domain and create a knowledge sharing culture to help develop the wider unit’s capability. 


Perform any other related duties, as assigned.

4. INTERRELATIONSHIPS


Reporting lines: The Operator, Technical Security, reports directly to the Head, Technical Security.
Interactions: The incumbent works closely with other sections of the JISD, especially within PSESB but also the Security Policy Oversight Branch, the International Staff, members of Delegations, Missions, Military Representations and Agencies located on the NATO HQ compound.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
