The African Union Development Agency invites applicants who are citizens of African Union Member States for the post of Programme Officer Infrastructure and Digitalisation.

Under the supervision of the Head of Infrastructure and Transport Unit, Programme Officer Infrastructure and Digitalisation will support the planning, coordination, implementation, monitoring, and reporting of infrastructure and digitalisation activities under the ICD-SMC Project. The incumbent will facilitate engagement with Member States, Regional Economic Communities (RECs), development partners, financial institutions, technical experts, and private sector stakeholders to ensure effective project delivery and achievement of project objectives.

Required Skills and Competencies

  1. Strong knowledge of African infrastructure development, corridor planning, PPP frameworks, energy systems, digital trade facilitation and regional integration processes.
  2. Excellent written and oral communication, stakeholder engagement and partnership-building skills.
  3. Knowledge of African Union processes and African Union Supply Chain.
  4. Excellent written and oral communication, stakeholder engagement and partnership-building skills.
  5. Prior engagement with AUDA-NEPAD, ECOWAS, EAC, IOC, AfDB or Africa50.
  6. Proficiency in the use of computer applications, MS Office and SAP ERP.
  7. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions.
  8. Able to work under minimal supervision, be proactive, take initiative and exercise sound judgment.
  9. High level of accuracy, attention to detail and thoroughness.
  10. Maintain confidentiality at the highest level at all times.
  11. Creative thinking and problem-solving skills.
  12. Good analytical, planning and organisational skills.

Education and Experience:

Candidates must have a minimum of a Master’s degree in International Relations, Computer or Data Sciences, Project Management, Political Sciences, Economics, or Development Studies and at least two (2) years of progressive experience in infrastructure, energy, digital transformation, transport/trade facilitation, or a closely related technical area within an international, regional or national organisation.

Project Management certification such as PMP or PRINCE2, will be an advantage.

Or

A Bachelor's degree in Bachelor’s degree in International Relations, Computer or Data Sciences, Project Management, Political Sciences, Economics, or Development Studies and at least four (4) years of progressive work in infrastructure, energy, digital transformation, transport/trade facilitation, or a closely related technical area within an international, regional or national organisation.

Project Management certification, such as PMP or PRINCE2, will be an advantage.

Experience:

  1. Demonstrated experience supporting feasibility studies, technical assessments, master planning, PPP structuring or digital systems design, and producing high-quality technical reports and deliverables.
  2. Demonstrated experience in procurement, consultant management, and contract administration, including the preparation of terms of reference, evaluation of bids and proposals, management of consultant deliverables, and oversight of contract compliance and performance.
  3. Experience with procurement processes and systems within the African Union or similar international organisations, including familiarity with AU procurement rules, regulations, and fiduciary standards, as well as donor-funded project procurement requirements.
  4. Experience working with multi-stakeholder, multi-country activities funded by development partners, and with AU agencies, RECs and international organisations.
  5. Experience with African development challenges, connectivity, or regional integration.
  6. Experience with private capital mobilisation or PPP structuring components.

Remuneration:

Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g., Post Adjustment (57% of basic salary), Housing allowance ($21,832.88 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
