The African Union Development Agency invites applicants who are citizens of African Union Member States for the post of Programme Officer, Project Finance and Structuring.

Under the supervision of the Head of Infrastructure and Transport Unit, the purpose of the Programme Officer, Project Finance and Structuring role is to provide specialist financial structuring, project finance and transaction-advisory expertise across all components of the ICD-SMC project. Under the supervision of the Head of the Infrastructure and Transport Unit and working within the Project Management Unit (PMU), the incumbent leads the financial structuring and bankability work that turns the project’s infrastructure, energy, digital and Special Economic Zones (SEZ) packages into investment-ready, financeable transactions.

Required Skills and Competencies

  1. Familiarity with enterprise risk management (ERM/COSO), fraud prevention and AML/CFT compliance.
  2. Prior engagement with AUDA-NEPAD, RECs or continental financing institutions (AfDB, Africa50).
  3. Strong command of financial analysis, business modelling and viability/bankability assessment; familiarity with applicable accounting and reporting standards (e.g. IFRS, SYSCOHADA/OHADA, IPSAS).
  4. Excellent written and oral communication, negotiation and investor-engagement skills.
  5. Proficiency in the use of computer applications, MS Office and SAP ERP.
  6. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions.
  7. Able to work under minimal supervision, be proactive, initiative and with sound judgment.
  8. High level of accuracy, attention to detail and thoroughness.
  9. Maintain confidentiality at the highest level at all times.
  10. Creative thinking and problem-solving skills.
  11. Good analytical, planning and organisational skills.

Education and Experience:

Candidates must have a minimum of a Master’s Degree in Finance, Project Finance, Accounting, Economics and at least two (2) years of progressive experience in project finance, financial structuring, infrastructure finance or transaction advisory, including substantive private sector experience or within an international, regional or national organisation.

Project Management certification will be an advantage.

Or

A Bachelor's degree in Finance, Project Finance, Accounting or Economics with four (4) years of progressive work experience in in project finance, financial structuring, infrastructure finance or transaction advisory, including substantive private sector experience or within an international, regional or national organisation.

Project Management certification will be an advantage.

Experience:

  1. Demonstrated experience structuring and/or financing infrastructure, energy, PPP or industrial/SEZ projects, including financial modelling, capital structuring and risk allocation.
  2. Proven experience mobilising financing and engaging development finance institutions (e.g. World Bank/IFC, AfDB, Islamic Development Bank, regional DFIs such as BDEAC) and commercial or private investors.
  3. Experience with fiduciary management, financial governance, internal control and audit/compliance in donor- or DFI-funded environments.
  4. Private sector financial leadership experience (e.g. financial control, treasury or corporate finance) complementing development finance expertise.
  5. Experience with syndicated or structured financing, blended finance, or capital mobilisation for large infrastructure programmes.
  6. Experience in project preparation, investment readiness enhancement and bankability improvement initiatives.
  7. Experience supporting Public-Private Partnerships (PPP), transaction preparation, financing negotiations or private sector participation in infrastructure and development projects.
  8. Experience with African Island States, maritime/port, transport, logistics, energy, infrastructure corridors or SEZ financing contexts.

Remuneration:

Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g., Post Adjustment (57% of basic salary), Housing allowance ($21,832.88 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
