Background
Chad is host to one of the largest and fastest-growing displacement crises in the world. Since the outbreak of conflict in Sudan in April 2023, well over one million refugees and returnees have crossed into eastern Chad, with new arrivals continuing to arrive on a weekly basis. Combined with refugees from the Central African Republic and Cameroon, Chad now hosts close to 1.8 million forcibly displaced people, placing enormous strain on host communities, basic services and natural resources. The response remains concentrated in the Ouaddaï and Wadi Fira regions of eastern Chad, where humanitarian access, water availability and funding are critically constrained. Repeated and severe funding shortfalls have forced life-saving assistance - including food, water, shelter, health care and protection - to be scaled back even as needs continue to rise. NRC operates in Chad to respond to the Sudan refugee crisis and other displacement needs, delivering programming across shelter, education, protection, food security and livelihoods, WASH and other sectors, and continues to expand its presence to reach more of the affected population.

What we are looking for
The purpose of the Logistic Manager is to be responsible that the logistic set up is according to NRC standards and to support programme/project implementation.
What you will do
- Ensure timely provision of logistics support services to all NRC CO program activities.
- Ensure close and regular communication, coordination and planning with all logistics and program managers in all NRC Area Offices (AOs), including field bases in eastern Chad.
- Provide an enabling environment for the implementation of cash-based interventions through collaboration between program and support teams and the development of relevant guidelines and standard operating procedures.
- Contribute to the identification of opportunities to implement cash-based interventions and market-based programs by participating in assessments and response analysis discussions.
- Ensure an adequate Warehouse Management system (WMS) to ensure the efficiency of NRC program distribution management, and the tender management system (TMS) to strengthen compliance with NRC’s procurement policies
- Provide technical guidance to the operation on the management of communication equipment (satellite, mobile and internet).
- Propose actions to ensure the necessary knowledge and logistical capacity in the different phases of the project cycle management (PCM), and provide support on the logistical aspects of the Country Program emergency preparedness plan
- Provide support, advice and expertise as needed for strategic and policy issues related to logistics. Undertake medium to long term planning in relation to logistics requirements.
- Maintain proactive contacts with international humanitarian actors (UN, NGOs, NGO Forum, Logistics Cluster, etc.), and other logistics counterparts such as the Country Logistics Working Group to coordinate and provide better services to programs.
- Ensure supply chains are optimized and aligned with program requirements given the size, type, and seasonality of Supply Chain management, including access constraints linked to the rainy season and long supply routes to eastern Chad.
- Develop logistics capacity of line managers and program staff, implementing partners, and logistics staff new to NRC and the humanitarian sector.
- Provide support in the opening of new NRC offices and field bases, including establishing appropriate logistics systems and procedures, as well as hiring and training new personnel.
- Generate monthly reporting and analysis to Country Management on tracking of Project Procurement Plans, Country Procurement Plans and KPI measurements of Procurement, Fleet, Assets, Warehouse, Cash deliveries and Market Analysis (via the Global DELIVER reporting System).
- Any other tasks as delegated by the line managers

What you will bring
1.Professional Competencies
Master's degree with minimum 3-5 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Experience of data collection, analysis and report writing
Knowledge of market analysis tools and approaches
Knowledge about own leadership skills/profile
Fluency in French, both written and verbal. Working knowledge of English is desirable.
Solid knowledge of computer software and modern accounting systems
Context related skills, knowledge and experience
- Knowledge of the context in Chad is an asset.
- Experience with start-up, scale-up, exit, or similar, including experience in establishing new systems and procedures in fast-growing operations.
- Good knowledge of Chadian Arabic and/or other local languages is an advantage.
