Education is one of the most powerful drivers of progress, yet seven out of ten children in low- and middle-income countries cannot read with understanding by age 10. Meanwhile, half of education programmes show no measurable impact on learning or employment. Global spending on education is falling short by an estimated $100 billion each year. Traditional approaches have not delivered the transformation required to meet Sustainable Development Goal 4. The Education Outcomes Fund (EOF) was created to address these challenges — by shifting how education is funded, how success is measured, and how systems are held accountable. We are part of a global movement to turn education financing into real learning and employment outcomes, especially for the most disadvantaged children and youth. 

Job Specific Context

The Education Outcomes Fund (EOF) is a global initiative transforming how education and skills are financed and delivered. We partner with governments, donors, investors, and implementers to make education systems more effective, equitable, and accountable. Through our Outcomes Partnership model, funding is tied to measurable results, aligning incentives across all actors to ensure that resources lead to real improvements in learning and employment outcomes. EOF’s approach is grounded in systems change - we align incentives, strengthen data and delivery capacity, and foster collaboration across public, private and social sectors. By embedding results-based principles within national systems, we help governments shift from inputs to outcomes, ensuring that every investment leads to a measurable, lasting impact for learners.

Role Purpose

The Communications & Advocacy Manager will oversee communications & advocacy activity for certain EOF programmatic and institutional communications activities. The incumbent will report to the Head of Communications & Advocacy.

Functions / Key Results Expected

Plan and implement communication activities for EOF’s programs

  • Working closely with Program Managers and Country Leads, develop communications plans for EOF’s programs.

  • Support program teams to implement communications plans, ensuring high-quality and aligned messaging, timely and tailored content.

  • Ensure communications activity is aligned with EOF’s broader communication objectives, messaging and branding. 

Event leadership

  • Lead the planning and development of communications & advocacy events, such as the UN General Assembly, or through virtual/hybrid engagements.

  • Secure speaking opportunities, identifying valuable opportunities for external engagement which will raise EOF's profile and support programmatic and partnership goals.

  • Lead the planning of EOF’s event calendar, ensuring appropriate attendance at the most high-impact and relevant events to support EOF’s objectives.

Thought leadership communications

  • Support EOF’s partnerships team with effective thought leadership and knowledge generation communications

  • Develop communications streams that support EOF’s fundraising activities, in close consultation with the Fundraising team.

Content production

  • Manage EOF’s integrated content marketing operation, including the production of written, visual and multimedia content. This includes copywriting, illustration, photography, video production, podcast development, animation, infographics and other creative assets.

  • Manage EOF’s editorial streams, developing content calendars, campaign narratives and integrated storytelling approaches that maximise reach and engagement across channels. Write, edit and support teams in developing content, including articles, blog posts, newsletters, reports, case studies, speeches, op-eds, briefings and marketing collateral.

  • Manage EOF’s social media channels, including content strategy, content creation, community management, channel optimisation, audience growth and performance analysis across relevant platforms.

Education Requirements

Required

  • Bachelor’s degree in Marketing, Communications, Journalism, or a related field. 

Desired

  • Master’s degree in Marketing, Communications, Journalism, or a related field is an asset  

Experience Requirements

Required

  • A minimum of seven (7) years relevant professional experience combined with a Bachelors degree, or five (5) combined with a Master’s degree. 

  • Relevant professional experience includes roles with communications and advocacy responsibilities.

  • Experience developing and implementing communication strategies.

  • Experience leading international communication activities.


Desired

  • Experience in primary education, early childcare care and development, or skills-for-employment.

  • Experience in innovative finance.   

  • Experience working in the international development sector.
