The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

The Loans & Social Development Directorate (L&D), at the heart of the project lifecycle, cooperates closely with other CEB Directorates to develop the Bank’s loan and grant operations, within the orientations of the CEB’s Strategic Framework, and fulfil the CEB’s distinctive social mandate. L&D develops relations with borrowers, identifies opportunities for financing social investments, manages key aspects of project appraisals, negotiates contracts, structures financial offers and monitors use of funds.

The Pricing and Reporting Unit at the Loans and Social Development Directorate is seeking a Data Management Coordinator to contribute to the Project Lifecycle Management.

KEY RESPONSIBILITIES

  • Support the database development and proactively facilitate improvements.
  • Monitor data quality issues and coordinate corrective actions with IT and business teams.
  • Collaborate closely with Data Architects and Data Owners to define data models, enforce data governance standards, and ensure alignment between business needs and data structures.
  • Deliver first-line support for business applications, resolving incidents and user requests promptly before escalating to IT teams if needed.
  • Investigate issues, perform root cause analysis, and liaise with IT teams.
  • Maintain continuous improvement of processes and service quality.
  • Develop and manage indicators, data reports, and other measurements.
  • Maintain and update relevant databases to ensure data quality and consistency.
  • Assist in ensuring compliance with regulatory reporting requirements.
  • Update the database with the missing data to ensure comprehensive and accurate records.
  • Shape how data is used and trusted across the Organisation.

PROFILE

Academic background: 

  • University diploma, preferably with a focus on statistics, computer science or a related field.

Professional background:

  • Demonstrated relevant experience in data management, data governance, data quality, or a similar data role.
  • Comfortable with databases, Excel, SQL and reporting tools.
  • Demonstrated experience in database and reporting automation
  • Experience in PowerBI and in Microsoft Dynamics considered a distinct advantage.
  • Experience in a banking or financial services environment is a plus.

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS

1) Initial 4-year appointment (including a one-year probationary period), with the possibility of renewal one or more times up to six years or to convert to a permanent contract.

2) Grade and salary:

  • B4 – B5
  • Depending on level of experience, monthly salary range starts between 5,071.20 € and 5,890.95€, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances based on family / personal situation* and medical and personal insurance.
