Organizational Context and Scope
Haiti faces heightened insecurity, widespread armed violence, and deep institutional fragility, undermining governance, social cohesion, and community resilience. In response, the Government of Haiti, with UN support, has prioritized a comprehensive Disarmament, Demobilization, and Reintegration (DDR) and Community Violence Reduction (CVR) framework. The International Organization for Migration (IOM) co-leads the United Nations Inter-Agency Working Group on Disarmament, Dismantling, and Reintegration (IAWG-DDR) in Haiti with BINUH (Bureau Intégré des Nations Unies en Haiti), collaborating closely with national authorities and partners.
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Manager, the Disarmament, Demobilization, and Reintegration (DDR) Coordinator will:
Responsibilities
Pillar 1: Co-lead the UN Inter-Agency Working Group on DDR, co-chaired by IOM
• Co-lead the coordination of the UN IAWG-DDR;
• Represent IOM Haiti within other relevant coordination platforms such as the Inter-Institutional and Inter-Ministerial Task Force on the National Strategy for Disarmament, Demobilization and Reintegration – Community Violence Reduction;
• Act as IOM Haiti’s lead focal point for all interagency coordination on DDR and CVR and national policies and frameworks;
• Facilitate consensus-building among UN and non-UN actors on technical aspects of DDR frameworks, promoting coherence across interventions;
• Lead the technical formulation and/or monitoring of a comprehensive DDR Action Plan, developed in close collaboration with the IAWG-DDR and key national stakeholders; and,
• Oversee and guide the development of Standard Operating Procedures (SOPs) and technical guidance for DDR and CVR interventions.
Pillar 2: Provide technical support the National Commission for DDR, in conjunction with BINUH
• Provide technical and strategic support to the CNDDR in the development and implementation of Haiti’s DDR framework, SOPs and operational tools;
• Lead the planning, coordination, monitoring, and evaluation of DDR interventions in line with national priorities and international standards;
• Facilitate coordination among government institutions, UN agencies, donors, and civil society actors engaged in DDR;
• Strengthen CNDDR capacities through technical guidance , training, and the development of operational systems and procedures;
• Lead the development of a community engagement and strategic communication plans related to DDR;
• Contribute substantially to resource mobilization, and coordinate reporting, and knowledge management processes;
Pillar 3 : Provide support to the Coordination of Partners for Returns to Secured Neighborhoods
• Support coordination efforts led by RCO and IOM with Government entities, UN agencies, NGOs, CSOs and other relevant stakeholders to plan, implement, and monitor interventions supporting the safe and sustainable voluntary return of displaced populations to newly secured neighborhoods, promoting when possible, an area-based approach;
• Ensure harmonized coordination with government and UN agencies to prevent overlap and duplication, promote synergies and provide comprehensive support for community reintegration;
• Lead the development of SOPs, workplans, and other guidance documents to standardize and improve the coordination between partner interventions;
• Facilitate inclusive planning and participatory approaches to engage community members in return processes; and,
• Provide technical advice and guidance to partners to enhance operational quality, efficiency, and accountability during return and reintegration activities.
Pillar 4 : Provide technical advisory support to IOM Haiti’s DDR/CVR programmes and partnerships
• Advise IOM Haiti Programmes on the design, planning, and implementation of DDRR and CVR initiatives;
• Integrate lessons learned, local dynamics, and evidence-based approaches into programming;
• Lead institutional capacity-building for IOM staff and national counterparts through training, mentoring, and the development of operational tools;
• Contribute technical expertise to resource mobilization efforts, including the identification of programming opportunities, and the preparation of proposals, concept notes, and donor briefings;
• Ensure high-quality knowledge management, including the preparation of progress reports, policy briefs, and knowledge products for internal and external stakeholders;
• Support strategic planning for DDR and CVR interventions, including monitoring, evaluation, and reporting on results and impact; and,
• Facilitate and strengthen partnerships with a diverse range of stakeholders, including local communities, civil society, government entities, and international partners, to enhance collaboration and the impact of DDR/CVR initiatives.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Social Science, Law, International Relations, Peace and Stabilization Studies or a related field from an accredited academic institution with seven years of relevant professional experience, or,
- University degree in the above fields with nine years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Proven experience in programme design, intra-governmental and/or inter-agency coordination, project management, and oversight;
- Specific international experience in DDR and CVR programmes, or engagement in stabilization sector initiatives, is a must;
- Experience in project implementation, capacity building, information management, and support to grants and fund management;
- Certification in Safe and Secure Approaches in Field Environments (SSAFE); and,
- Experience working within Haiti or other complex crises countries is an asset.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Excellent analytical, communication, and writing skills, with the ability to assess complex problems and propose clear, rapid solutions.
- Effective resource management and organizational skills.
- Strong knowledge of, and cultural understanding of Haiti.
- Sound judgment, ability to analyze information and make decisions rapidly to resolve operational problems;
- Efficiency, flexibility, high level of professionalism and ability to adhere to strict deadlines;
- Strong leadership, management, and coordination capacity; and,
- Advanced computer skills, and proficiency in spreadsheet and database applications.
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
