Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The NDC Act & Invest Initiative is a global programme led by UNEP and currently funded by the International Climate Initiative (IKI) and the NDC Partnership’s Partnership Action Fund (PAF) multi-donor trust fund. It is designed to help countries raise their climate ambition and translate their new Nationally Determined Contributions (NDCs) submitted in 2025 into actionable, investable plans. Building on lessons learned from the NDC Action project implementation and previous NDC cycles, the initiative addresses critical gaps in policy alignment, financing, and implementation. The updated scope also recognizes that climate change, biodiversity loss and land degradation are interconnected challenges under the three Rio Conventions. Effective NDC and LTS support therefore requires stronger policy harmonization across NDCs, LT-LEDS/LTS, NAPs, NBSAPs, biodiversity strategies, land-use frameworks, transparency systems, and climate finance planning. In this sense, UNEP’s Climate Change Division is recruiting a technical professional in NDC and Long-term strategies (LTS) to mainstream these topics in the unit’s work, projects, and initiatives, assist in the implementation of the PAF Argentina and other NDC Act & Invest projects in the region , in developing capacities to incorporate climate change into public and private national agendas to increase their ambition and resilience, in line with the Paris Agreement (PA) and the Long-Term Strategies (LTS). This support will include promoting policy coherence across climate, sectoral and investment planning frameworks, contributing to the enabling conditions required for the implementation of the NDC 3.0. The consultant is expected to have relevant knowledge about climate change activities, NDC and LTS processes, mitigation and adaptation projects, public policy and experience with multilateral climate funds so that he or she can advise UNEP’s Climate Change Division team on relevant topics and fully lead the development of the expected deliverables. The incumbent will be supervised by the NDC Act & Invest Global Coordinator and will work home-based in a part-time modality.

Qualifications/special skills

• Bachelor’s degree in environmental sciences, engineering, political sciences, public policy, natural sciences, climate finance or areas related to climate change is required. • Master’s degree in Sustainable Development, Climate Change, Climate Governance, Climate Finance, Environmental Policy, Public Policy, or related fields • At least 5 years of experience supporting the development, implementation, and analysis of Nationally Determined Contributions (NDCs) and Long-Term Strategies (LTS) is required. • Relevant professional experience in climate policy, NDC implementation, transparency systems, or climate finance in the LAC region is required. • Experience preparing technical reports, policy briefs, strategic recommendations and knowledge products for senior government officials and international organizations. • Proven experience supporting governments, international organizations or development partners in climate finance planning, investment mobilization, or the design and implementation of climate finance strategies, country coordination mechanisms, or Country Platforms is highly desirable. • Experience supporting the design or implementation of climate investment coordination mechanisms is highly desirable. • Experience working with national governments in the LAC region is desirable.
