About this position

We are looking for a proactive, analytical, and detail-oriented Operations Analyst. As an Operations Analyst, you will support the design, execution, monitoring, and closure of IDBG operations in Jamaica, working closely with Sector and Fiduciary Specialists to ensure an effective project cycle aligned with the IDB Strategy, policies, and the country's development priorities.

You will work in the Country Office in Jamaica, part of the Country Caribbean Department (CCB). This team is responsible for promoting and developing Bank country strategies and programming, as well as knowledge and capacity-building initiatives that contribute to the country dialogue in the region. The department also supports the processing, negotiation, and administration of regional and country-specific projects and programs, leads and maintains the Bank's relationships with member countries, and promotes and coordinates the use of funds administered by the Bank or under parallel financing agreements.

What you’ll do

  • Effectively support loan and technical cooperation operations using IDB tools and policies to ensure alignment with the Country Strategy
  • Analyze and present evidence of sectoral impact resulting from IDBG-financed operations, leveraging institutional knowledge and data.
  • Contribute to the drafting of project profiles and operational plans for technical cooperation initiatives.
  • Coordinate project start-up workshops with a results-oriented approach and recommend training activities to strengthen Executing Units’ use of IDB tools
  • Apply predictive monitoring techniques to track activities, processes, and procurements, identifying risks to operational goals and alerting the Team Leader and Chief of Operations
  • Support the preparation and ensure timely data collection for Project Completion Reports and organize and facilitate project closure workshops.
  • Obtain and maintain IDB certifications relevant to the role to ensure effective participation in the operational cycle and Facilitate workshops and capacity evaluations for Executing Units.
  • Liaise with internal units to ensure timely support and reduce procedural bottlenecks and review terms of reference, procurement documents, and contracts to ensure compliance with Bank policies. 
  • Conduct periodic evaluations and follow up on recommendations issued by the Office of Evaluation and Oversight (OVE).
  • Support coordination among IDB teams, executing agencies, and operational stakeholder.

What you'll need

Education: Master's degree in Economics, Engineering, Business Administration, or other fields relevant to the responsibilities of the role.

Experience: At least 5  years of experience in similar roles with a focus on project management. Experience managing public sector projects financed by local or international sources isdesirable, as well as knowledge of national procurement regulations and, preferably, those of Multilateral Financial Institutions or Bilateral Cooperation Agencies. Proficiency in data analysis and visualization tools (Power BI, Tableau, or similar) is highly desirable.

Languages: Proficiency in English.

Type of contract and duration

National consultant Full-Time,12 months (up to 48 months, subject to eligibility).
